Representative Ann Lenczewski, Chair of the Committee, called the meeting to order at 10:30 A.M. on April 7, 2009 in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Murphy moved HF1254 be laid over for possible inclusion in the Omnibus Tax Bill.

HF1254-Murphy-St. Paul; Sales tax revenue use for the payment of principals of bonds extended to 2014, unexpended fund use clarified, neighborhood program application and proposal review process modified.

Testifying on HF1254: Todd Hurley, City Budget Director, St. Paul

Representative Murphy renewed her motion that HF1254 be laid over for possible inclusion in the Omnibus Tax Bill.

Representative Lesch moved HF1267 be laid over for possible inclusion in the Omnibus Tax Bill.

HF1267-Lesch-St. Paul; Event district expansion funding provided, bonds issued.

Testifying on HF1267: Mary Dyrseth, Bond Council, City of St. Paul; Todd Hurley, City Budget Director, City of St. Paul.

Representative Lesch renewed his motion that HF1267 be laid over for possible inclusion in the Omnibus Tax Bill.

Representative Anderson moved HF1375 be laid over as amended for possible inclusion in the Omnibus Tax Bill.

HF1375-Buesgens-Municipal authority to issue bonds for other postemployment benefits eliminated

Representative Anderson moved an oral amendment to HF1375 as follows: strike line 2.13; strike line 2.27; strike line 3.22. THE MOTION PREVAILED; THE ORAL AMENDMENT WAS ADOPTED.

Representative Anderson renewed her motion that HF1375 be laid over as amended for possible inclusion in the Omnibus Tax Bill.

Representative Carlson moved HF2078 be laid over for possible inclusion in the Omnibus Tax Bill.

HF2078-Kalin-Chisago City; Lindstrom; Joint venture established, debt issued for use outside of the jurisdiction, and shared revenues authorized

Representative Carlson renewed his motion that HF2078 be laid over for possible inclusion in the Omnibus Tax Bill.

Representative Gardner moved HF1333 be laid over for possible inclusion in the Omnibus Tax Bill.

HF1333-Gardner-Metropolitan area transit and paratransit capital expenditures additional funding provided, and certain obligations authorized.

Representative Gardner renewed his motion that HF1333 be laid over for possible inclusion in the Omnibus Tax Bill.

Representative Davnie moved HF1883 be laid over for possible inclusion in the Omnibus Tax Bill.

HF1883-Davnie-Maximum limit on state agricultural society’s bonded debt and the sunset on the authority to issue bonds eliminated, authorized investments of debt service funds modified, and notification of the commissioner of finance required.

Representative Davnie moved to orally amend HF1883 as follows: delete lines 2.18 and 2.19. THE MOTION PREVAILED, THE ORAL AMENDMENT WAS ADOPTED.

Representative Davnie moved to reconsider the previous motion. THE MOTION PREVAILED.

Representative Davnie moved to repeal the oral amendment. THE MOTION PREVAILED, THE ORAL AMENDMENT WAS REPEALED.

Representative Davnie moved to orally amend HF1883 as follows: line 2.19 delete "subdivision 7" and insert "subdivision 8". THE MOTION PREVAILED, THE ORAL AMENDMENT WAS ADOPTED.

Representative Murphy moved HF1298 be laid over for possible inclusion in the Omnibus Tax Bill.

HF2263-Lenczewski-The governor’s 21st century tax commission recommendations adopted, tax bases, credits, and rates modified, and corporate franchise tax repealed

Representative Lenczewski moved HF2077 for possible inclusion in the Omnibus Tax Bill.

HF2077-Lenczewski-Cities provided mechanisms to respond to state aid reductions and other revenue shortfalls, revenue flexibility increased, cities authorized to established street improvement districts and to apportion improvement fees, plans required, and cities authorized to issue emergency debt certificates for unexpected revenue shortfalls

Representative Liebling moved the minutes from April 6, 2009. THE MOTION PREVAILED, THE MINUTES WERE ADOPTED.
