Representative Lenczewski, Chair of the Tax Committee, called the meeting to order at 10:36AM on Tuesday, April 27, 2010 in Room 10 of the State Office Building. The Committee Legislative Assistant noted the roll:

HF3788 (Morgan) Construction exemption provided for an aerospace defense manufacturing facility.

Testifying on HF3788: Bob Tammen, Retired Vietnam Vet; Carl Lind, Facility Director, Goodrich; Craig Ebeling, City Manager, City of Burnsville.

A quorum was present.

Representative Reinert moved HF3788 be laid over for possible inclusion in the Omnibus Tax Bill.

Representative Reinert moved amendment H3788DE1. THE MOTION PREVAILED, THE AMENDMENT WAS ADOPTED.

Representative Liebling moved HF2849 for possible inclusion in the Omnibus Tax Bill.

HF2849 (Norton) Minnesota and Wisconsin small business start-ups comparative study of state laws provided.

Representative Lenczewski moved an oral amendment of HF2849 as follows: page 1, after "taxes", insert: ", including special tax provisions that affect the businesses’ ability to start operations" THE MOTION PREVAILED, THE ORAL AMENDMENT WAS INCORPORATED.

Representative Lenczewski moved a recess to the call of the chair.

Representative Lenczewski reconvened the committee.

Representative Murphy moved HF3809 pass and be sent to the Committee on Ways and Means.

HF2809 (Murphy) Surcharge on managed care plans increased, and managed care payment rates increased.

Testifying on HF2809: Phil Griffin, MCHP

Representative Davids moved amendment TP-A15.

Representative Davids withdrew amendment TP-A15.

Representative Murphy renewed her motion that HF2809 be passed and sent to the Committee on Ways and Means.

Representative Brod requested a roll call.

Representative Ruud moved HF3044 for possible inclusion in the Omnibus Tax Bill.

HF3044 (Hornstein) Preferences for foreign source income eliminated, subtraction for foreign royalties repealed, definition of domestic corporations expanded to include certain foreign corporations incorporated in or doing business in tax havens, and foreign operating corporations repealed.
