PROPERTY AND LOCAL SALES TAX DIVISION

MINUTES



Representative Marquart, Chair of the Division, called meeting to order at 1:XXPM on Wednesday, April 1, 2009 in Room 10 of the State Office Building.

Committee Legislative Assistant Paul Cumings noted the roll.

Katherine Schill and Greg Crowe, House Fiscal Analysts, gave an overview of the spreadsheet as it relates to interaction with the K-12 Education shift and Property Tax Aids and Credits budget.


A quorum was present at 1:15 PM.


HF2020 (Marquart) County local sales taxes authorized, certain existing local sales taxes eliminated, county program aid adjusted, and levy limits modified.

Representative Marquart, Chair of the Division, moves that HF2020 be recommended to pass and be re-referred to the Committee on Taxes.

Representative Marquart, Chair of the Division, moves that the author’s delete everything amendment (Property and Local Sales Tax Division Report) labeled H2020DE2 be adopted. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.


Representative Marquart, Chair of the Division, moves that the author’s amendment labeled H2020A8 be adopted. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.


Representative Dettmer moved the amendment labeled H2020A7 be adopted.

Tom Hesse with the Minnesota Chamber of Commerce testified in opposition to the amendment. Tom May, Hennepin County Assessor and representing the Minnesota Association of Assessing Officers, testified to the bill.

Representative Dettmer renewed his motion that the amendment labeled H2020A7 be adopted.
THE MOTION DOES NOT PREVAIL. THE AMENDMENT IS NOT ADOPTED.


Representative Marquart, Chair of the Division, renewed his motion that HF2020 be recommended to pass, as amended, and be re-referred to the Committee on Taxes. THE MOTION PREVAILED. THE BILL HAS BEEN RECOMMENDED TO PASS, AS AMENDED, AND HAS BEEN RE-REFERRED TO THE COMMITTEE ON TAXES.


Representative Garofalo moved the approval of the Minutes for March 31, 2009. THE MOTION PREVAILED. THE MINUTES WERE ADOPTED.


Representative Marquart, Chair of the Division, adjourned the meeting at 2:17 PM.
