Representative Carlson, Chair of the Finance Committee, called the meeting to order at
8:43 A.M. on Wednesday, April 14, 2010, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Vice-Chair Benson moved approval of the minutes of Tuesday, April 13, 2010. THE MOTION PREVAILED. THE MINUTES WERE APPROVED.

Rep. Kahn moved adoption of the State Government Finance Division Report for HF3589, First Committee Engrossment. THE MOTION PREVAILED. THE DIVISION REPORT WAS ADOPTED.

Rep. Kahn moved that HF3589, First Committee Engrossment be recommended to pass and placed on the General Register.

Rep. Kath presented HF3589, First Committee Engrossment (Kath) Contracts for professional or technical services reporting threshold reduced.

Justin Bram Kaufman, Attorney, Minnesota Department of Administration, responded to questions regarding HF3589, First Committee Engrossment.

Rep. Kahn renewed the motion that HF3589, First Committee Engrossment be recommended to pass and placed on the General Register. THE MOTION PREVAILED.

Rep. Huntley moved adoption of the Health Care and Human Services Finance Division Report for HF3046, First Committee Engrossment. THE MOTION PREVAILED. THE DIVISION REPORT WAS ADOPTED.

Rep. Huntley moved that HF3046, First Committee Engrossment be recommended to pass and re-referred to the Committee on Ways and Means.

Rep. Huntley moved to amend HF3046, First Committee Engrossment. (See attached amendment H3046A5). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Ruud presented HF3046, First Committee Engrossment, as amended (Ruud) Birthing centers licensure established.

Rep. Champion moved that HF3458, First Committee Engrossment be recommended to pass and be placed on the General Register.

Rep. Shimanski moved to amend HF3458, First Committee Engrossment. (See attached amendment RA10-309). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Shimanski presented HF3458, First Committee Engrossment, as amended (Shimanski) Minnesota Department of Transportation consultation required on roundabout design.

Rep. Champion renewed the motion that HF3458, First Committee Engrossment, as amended, be recommended to pass and be placed on the General Register. THE MOTION PREVAILED.

Rep. Kahn moved adoption of the State Government Finance Division Report for HF2577, First Committee Engrossment. THE MOTION PREVAILED. THE DIVISION REPORT WAS ADOPTED.

Rep. Carlson moved that HF2577, First Committee Engrossment be recommended to pass and re-referred to the Committee on Ways and Means.

Rep. Carlson presented HF2577, First Committee Engrossment (Carlson) Legislators allowed to
call a special session, and constitutional amendment proposed.

Rep. Rukavina moved adoption of the Higher Education and Workforce Development Policy and Finance Division Report for HF3739. THE MOTION PREVAILED. THE DIVISION REPORT WAS ADOPTED.

Rep. Carlson moved that HF3739 be recommended to pass and re-referred to the Committee on Taxes.

Rep. Carlson presented HF3739 (Carlson) Bond allocation limits modified, and transfer authorized.

Rep. Carlson renewed the motion that HF3739 be recommended to pass and re-referred to the Committee on Taxes. THE MOTION PREVAILED.

Rep. Kahn moved adoption of the State Government Finance Division Report for HF2754. THE MOTION PREVAILED. THE DIVISION REPORT WAS ADOPTED.

Elizabeth L. Fraser, Deputy Secretary, Minnesota Secretary of State, responded to questions regarding HF2754.

Rep. Rukavina moved adoption of the Higher Education and Workforce Development Policy and Finance Division Report for HF3448, First Committee Engrossment. THE MOTION PREVAILED. THE DIVISION REPORT WAS ADOPTED.

Rep. Rukavina moved that HF3448, First Committee Engrossment be recommended to pass and placed on the General Register.

Rep. Rukavina presented HF3448, First Committee Engrossment (Rukavina) Minnesota State Colleges and Universities; pilot project established for the local deposit of certain reserves.
