Representative Carlson, Chair of the Finance Committee, called the meeting to order at
5:55 P.M. on Wednesday, May 12, 2010, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Rep. Kahn moved approval of the minutes of Monday, May 10, 2010. THE MOTION PREVAILED. THE MINUTES WERE APPROVED.

Rep. Kahn moved adoption of the State Government Finance Division Report for HF2755, First Committee Engrossment. THE MOTION PREVAILED. THE DIVISION REPORT WAS ADOPTED.

Rep. Kahn moved that SF2629, First Engrossment be recommended to pass and re-referred to the Committee on Ways and Means.

Rep. Swails presented SF2629, First Engrossment (Swails) Voting equipment and vote-counting equipment grant funding provided, grant terms and procedures specified, and money appropriated.

Rep. Kahn moved to amend SF2629, First Engrossment. (See attached amendment S2629A2). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Winkler moved to amend SF2629, First Engrossment, as amended. (See attached amendment S2629A1).

Bill Marx, Chief Fiscal Analyst, responded to questions regarding the proposed Amendment S2629A1.

THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

John Kaul, Lobbyist, Washington County, testified on SF2629, First Engrossment, as amended.

Rep. Kahn renewed the motion that SF2629, First Engrossment, as amended, be recommended to pass and re-referred to the Committee on Ways and Means. THE MOTION PREVAILED.

Chair Carlson moved adoption of the Health Care and Human Services Finance Division Report for HF3246. THE MOTION PREVAILED. THE DIVISION REPORT WAS ADOPTED.


Chair Carlson moved that SF2937, Second Engrossment be recommended to pass and placed on the General Register.

Rep. Liebling presented SF2937, Second Engrossment (Liebling) Chemical dependency treatment pilot projects created.

Chair Carlson renewed the motion that SF2937, Second Engrossment be recommended to pass and placed on the General Register. THE MOTION PREVAILED.

Rep. Murphy, M. moved adoption of the Cultural and Outdoor Resources Finance Division Report for HF3512, Second Committee Engrossment. THE MOTION PREVAILED. THE DIVISION REPORT WAS ADOPTED.

Rep. Murphy, M. moved that HF3512, Second Committee Engrossment be recommended to pass and placed on the General Register.

Chair Carlson moved to amend HF3512, Second Committee Engrossment. (See attached amendment H3512DE12).

Chair Carlson moved to incorporate an oral amendment to Amendment H3512DE12, as follows:

Page 3, line 4, delete "and eight hour"
Page 3, delete lines 15-20
Page 3, line 21, delete "(b)" and insert "(a)"
Page 3, line 25, delete "three calendar years" and insert "one calendar year"

Linda B. Bruemmer, Environmental Health Division Director, Minnesota Department of Health, responded to questions regarding the proposed amendment.

THE MOTION PREVAILED. THE AMENDMENT, AS AMENDED, WAS ADOPTED.

Rep. Hansen presented HF3512, Second Committee Engrossment, as amended (Hansen) Indoor ice arenas required to have electronic air monitoring devices, and electronic air monitoring devices required in construction and renovation grants.

Rep. Murphy, M. renewed the motion that HF3512, Second Committee Engrossment, as amended, be recommended to pass and placed on the General Register. THE MOTION PREVAILED.

The meeting was adjourned at 6:34 P.M.
