Representative Bev Scalze, Vice Chair of Capital Investment Finance Division, called the meeting to order at 2:50 p.m. on Tuesday, March 10, 2009 in the Basement Hearing Room of the State Office Building.

The Committee Legislative Assistant noted the roll.

HF918 (Hausman) General obligation bond sale provisions amended

Rep. Hausman moved that HF918 be laid over for possible inclusion in the Omnibus Capital Investment bill.

Explaining the bill and responding to questions:

Kathy Kardell, Assistant Commissioner, Treasury and Debt Management, MN Management and Budget Office

Rep. Hausman assumed the chair at 3:03 p.m.

HF919 (Scalze) Specific information required for local capital improvement requests

Rep. Scalze moved that HF919 be laid over for possible inclusion in the Omnibus Capital Investment Bill.

Mike Roelofs, Executive Budget Officer, MN Management and Budget Office

HF562 (Wagenius) Higher education asset preservation standards modified

Rep. Wagenius moved that HF562 be laid over for possible inclusion in the Omnibus Capital Investment Bill and presented the bill.

HF983 (Hansen) Natural resources asset preservation and replacement established

Rep. Hansen moved that HF983 be laid over for possible inclusion in the Omnibus Capital Investment Bill.

Rep. Hansen moved to amend HF983 with H0983DE2 amendment, see attached. MOTION PREVAILED

Rep. Hansen moved to amend HF983, the H0983DE2 amendment, see attached H0983A1 amendment. MOTION PREVAILED

Rep. Lieder moved the approval of the minutes from the meeting March 5, 2009. MOTION PREVAILED
