MINUTES


Chair Wagenius called the meeting to order at 8:29 A.M. on March 26, 2009 in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

HF1913 Davnie, Hennepin County; Solid and hazardous waste fund uses authorized.

Representative Davnie presented his bill. Hennepin County Commissioner Peter McLaughlin testified in favor. Tony Kwilas of the Chamber of Commerce testified in opposition.

A quorum was present at 8:37 A.M. Chair Wagenius moved HF1913 and laid it over for possible inclusion in the omnibus finance bill.


HF1612 Knuth, Minnesota Naturalist Corps established, state park naturalists, information centers and kiosks funding provided, money appropriated.

Chair Wagenius moved HF1612.

Representative Knuth presented her bill.

Chair Wagenius laid it over for possible inclusion in the parks and trails funding recommendations.


HF1928 Hansen, High-resolution digital elevation data funding provided, and money appropriated.

Representative Hansen moved HF1928.

Les Everett of the University of Minnesota Water Resources Center testified.

HF1928 was laid over for possible inclusion in the clean water funding recommendations.


HF1939 Kahn, Hennepin County; Midtown Greenway trail wayfinding signage and kiosk funding provided, and money appropriated.

Chair Wagenius moved HF1939 for possible inclusion.

Peter McLaughlin testified in favor.

Chair Wagenius withdrew her motion and moved that HF1939 be passed to Finance without recommendation and re-referred to Cultural and Outdoor Resources Finance. The motion prevailed.


HF1943 Loeffler, Hennepin County; Riparian restoration and stream bank stabilization funding provided, and money appropriated.

Chair Wagenius moved HF1943.

Representative Loeffler presented her bill. Peter McLaughlin testified in favor.

HF1943 was laid over for possible inclusion in the clean water funding recommendations.


HF1576 Newton, K-12 schools water ecology pilot project funding provided, and money appropriated.

Chair Wagenius moved HF1576.

Representative Newton presented his bill.

Bruce Bomier testified in favor.

HF1576 was laid over for possible inclusion in the clean water funding recommendations.


HF1606 Eken, Buffalo River watershed water quality pilot project funding provided, money appropriated.

Chair Wagenius moved HF1606.

Representative Eken presented his bill.

Glenn Skuta, Pollution Control Agency Watershed Section Manager, testified in support.

HF1606 was laid over for possible inclusion in the clean water funding recommendations.


HF1502 Atkins, Mississippi River Regional Trail connection funding provided, money appropriated.

Representative Wagenius moved HF1502.

Representative Atkins presented his bill.

Eric Carlson, Parks and Recreation Director for the City of Inver Grove Heights, testified in favor.

Barry Tilley testified in favor.

HF1502 was laid over for possible inclusion in the parks and trails funding recommendations.
