MINUTES


Chair Hansen called the meeting to order at 8:34 A.M. on March 25, 2010 in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

HF3702 Wagenius, Department of Natural Resources long-range land management budgeting required.

Rep. Wagenius moved that HF3702 be recommended to pass and returned to the committee on Finance. She moved the HH3702DE1 amendment. The motion prevailed and the amendment was adopted.

Rep. Wagenius presented her bill as amended.

Rep. Persell took the gavel at 8:36 A.M.

Rep. Wagenius moved the H3702A1 amendment. The motion prevailed and the amendment was adopted.

Rep. Hackbarth moved the A10-2442 amendment. The motion prevailed and the amendment was adopted.

Ron Potter of DNR Parks testified.

Rep. McNamara moved the A10-2443 amendment and requested a roll call.

Ayes: Hackbarth, Anderson, Dill, Gunther, Hortman, McNamara, Torkelson

Nays: Wagenius, Persell, Clark, Doty, Hansen, Knuth, Lillie, Scalze

On a vote of 7 ayes and 8 nays, the motion failed.

Rep. Clark moved the H3702A2 amendment. There was discussion.

Myrna Halbach, Pollution Control Agency, testified.

Rep. Clark withdrew her amendment.

Rep. Clark moved to delete Sec. 51 of the bill. The motion prevailed and the amendment was adopted.

Rep. Scalze moved an oral amendment as follows: line 11.7, after the second "and", insert "and a daily park permit".

Bob Meier of DNR testified.

The motion prevailed and the amendment was adopted.

Rep. Lillie moved an oral amendment as follows: lines 10.8 and 10.9, insert "one segment shall originate in Chisago County and extend into Hinckley and Pine County". The motion prevailed and the amendment was adopted.

Rep. Hansen moved an oral amendment as follows: line 27.17, after the first comma, insert "Minnesota Association of Realtors". The motion prevailed and the amendment was adopted.

Rep. Wagenius renewed her motion of the bill as amended. The motion prevailed and HF3702 as amended is recommended to pass and re-referred to the committee on Finance.

Rep. Scalze moved the minutes of March 23. The motion prevailed and the minutes were adopted.

The committee adjourned at 9:44 A.M.
