MINUTES


Chair Persell called the meeting to order at 8:38 A.M. on April 15, 2010 in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

HF2894 Marquart, Watershed district borrowing authority increased.

Rep. Marquart presented his bill.

Ron Harnack of the Red River Watershed Management Board testified in support.

A quorum was present at 8:44 A.M.


Rep. Hansen moved that HF2894 be recommended to pass and returned to Finance, with a recommendation for re-referral to Taxes. He moved the H2894DE2 amendment. The motion prevailed and the amendment was adopted.

There was discussion on the bill as amended.

Rep. Persell renewed the motion. The motion prevailed and HF2894 as amended is re-referred to Finance with a recommendation for re-referral to Taxes.


SF1323 Gardner, Infectious waste control act modification

Rep. Scalze moved that SF1323 be recommended to pass and returned to Finance.

Rep. Scalze moved the S1323A9 amendment. The motion prevailed and the amendment was adopted.

Rep. Gardner presented his bill as amended.

Rep. Scalze renewed her motion. The motion prevailed and SF1323 as amended is recommended to pass and returned to Finance.

Rep. Anzelc moved the minutes of April 13. The motion prevailed and the minutes were approved.

Gaylen Reetz, Regional Division Director, Minnesota Pollution Control Agency, testified on TMDLs enforcement.

Shannon Lotthammer, Manager, Water Monitoring Section, MOCA, testified on groundwater monitoring and protection.


The committee adjourned at 10:05 A.M.
