MINUTES
Representative Nora Slawik, Chair of the Early Childhood Finance & Policy Division, called the meeting to order at 4:35 pm on Thursday, March 05, 2009 in Room 200 of the State Office Building.
The Committee Legislative Assistant noted the roll.

A quorum was present.
Representative Bly moved that the minutes from Tuesday, March 3, 2009 be adopted. THE MOTION PREVAILED.
Chair Slawik moved that HF601 (Slawik), Prekindergarten exploratory projects continued, family, friend, and neighbor grants continued, school readiness service agreements continued, and money appropriated, be laid over for possible inclusion in the Omnibus Early Childhood Finance & Policy Division bill.
Vice-Chair Rosenthal assumed the gavel at 4:38 pm.
Representative Slawik moved that HF378 (Slawik), Early childhood education funding provided, and money appropriated, be heard and laid over for possible inclusion in the Omnibus Early Childhood Finance & Policy Division bill.

H0378A1 amendment (attached). THE AMENDMENT WAS ADOPTED.

Mr. Yuska was asked where, geographically, Landfall was located.
Testifying in opposition of HF378, as amended:
Dr. Karen Effrem, Policy Analyst and Board Member, EdWatch
Representative Slawik was asked to answer if HF378 would add to the state budget deficit if passed and if federal stimulus money could be used to fund the bill.
Ms. Effrem was asked if she would consider the programs mentioned in the presentation of HF378 as prevention programs.
Representative Rosenthal laid over HF378, as amended, for future consideration.
Chair Slawik resumed the gavel at 5:29 pm.
Dr. Bruce Perry, M.D., PhD gave testimony on the effects of early maltreatment and trauma on children and families.
Dr. Perry was asked to give an explanation of mirror neutrons, provide examples of what other governmental bodies have done regarding policy and financing of early education and what role non-governmental bodies play in promoting early childhood.
Emily Adriaens, House Fiscal Analyst, presented an overview of the February fiscal forecast.
Ms. Adriaens was asked when the Governor’s will release the supplemental budget.
The meeting was adjourned at 6:00 pm.
