MINUTES


Representative Nora Slawik, Chair of the Early Childhood Finance & Policy Division, called the meeting to order at 4:35 pm on Tuesday, April 7th 2009 in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was not present.

A quorum was present at 4:38 pm.

Representative Slawik moved that H.F. 1850 (Haws), Administration of training and employment functions reorganized, responsibilities transferred to Minnesota State Colleges and Universities, be recommended to pass and be placed on the General Register.

Testifying in favor of H.F. 1850:

Michael Murphy, Associate Vice-Chancellor, Minnesota State College and Universities System

Rep. Haws was asked to explain the incentives for collaborating agencies within the current budget deficit and if educators would be represented in these collaborations.

Representative Slawik renewed the motion that H.F. 1850 be recommended to pass and be placed on the General Register. THE MOTION PREVAILED.

Representative Downey moved that the minutes from Thursday, April 2, 2009 be adopted. THE MOTION PREVAILED.

Danyell LeMire, House Research Legislative Analyst, presented an overview of the Omnibus Early Childhood Finance and Policy delete-everything amendment to H.F. 1026 (Slawik), Early childhood education provisions amended.

Emily Adriaens, House Fiscal Analyst, presented an overview of the fiscal implication of the Omnibus Early Childhood Finance and Policy delete-everything amendment to H.F. 1026 (Slawik), Early childhood education provisions amended.
Chair Slawik was asked to confirm that the delete-all did not contain funding for early childhood scholarships and allowances; if the appropriation numbers for the federal stimulus funds were the final numbers; to explain how the appropriations are going to match in conference committee; if the Office of Early Learning has a fiscal implication and to explain how H.F. 1026 will move through the legislative process.
