MINUTES


Representative Mindy Greiling, Chair of the Committee, called the meeting to order at 2:45PM on February 24, 2010, in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

HF664(Welti) A bill for an act relating to education; creating model curriculum for mental health.

A quorum was present at 2:50PM.

Representative Greiling moved HF664 be laid over for possible inclusion in the Omnibus K-12 Education Finance Bill.

Representative Welti, Kayla Murphy, student, Molly Donovan, student, South Minneapolis High School, and Sue Abderholden, Executive Director, National Alliance on Mental Illness, testified.

Public testimony on HF664 was provided by the following individuals:

Dr. Mary Thissen-Milder, School Improvement, Minnesota Department of Education
Karen Effrem, Director of Government Relations, EdWatch

Representative Greiling renewed her motion that HF664 be laid over for possible inclusion in the Omnibus K-12 Education Finance Bill.

Representative Tillberry moved the minutes of February 23, 2010 be adopted.
THE MOTION PREVAILED.


HF2814 (Swails) A bill for an act relating to pupil transportation provisions; clarifying Department of Education’s role in maintaining training programs; including use of certain lift buses in the category or revenue authorized for reimbursement; including actual contracted transportation costs as a method for allocating pupil transportation costs.

Representative Swails moved HF2814 be laid over for possible inclusion in the Omnibus K-12 Education Finance Bill.

Representative Swails, Brad Lundell, Lobbyist, Minnesota Association of Pupil Transportation, and Dave Peterson, Communications Officer, Minnesota Association of Pupil Transportation, testified.

Representative Swails renewed her motion that HF2814 be laid over for possible inclusion in the Omnibus K-12 Education Finance Bill.


HF3022 (Tillberry) A bill for an act relating to education finance; clarifying legislative intent; adding language to the collaborative urban educator appropriation.

Representative Tillberry testified.

Representative Tillberry moved HF3022 be laid over for possible inclusion in the Omnibus K-12 Education Finance Bill.
