Senator Sandy Pappas, Co-Chair of the House Higher Education and Workforce Development Finance and Policy Division, called the joint meeting to order at 12:40 P.M. on Tuesday,
March 3, 2009, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Co-Chair Pappas asked the First and Fourth Congressional District caucuses to present their reports to the Committee.

Representative Poppe presented the report for the First Congressional District, indicating that their recommendation is Regent Patty Simmons.

Representative Lesch presented the report for the Fourth Congressional District, indicating that their recommendation is Regent candidate Richard Beeson.

Co-Chairs Pappas and Rukavina discussed the Rules Governing Selection of Regent Candidates, a copy of which was provided in member’s packets.

Questions and discussion followed.

John Fuller, Senate Research and Kathy Novak, House Research provided clarification regarding the Rules Governing Selection of Regent Candidates.

Co-Chair Rukavina commented on the Regent selection process.

Discussion followed.

Co-Chair Pappas began the voting process with the First Congressional District candidates Patty Simmons and Randy Simonson.

Senator Lynch commented regarding Regent Patty Simmons.

Co-Chair Pappas asked the Senate Committee Legislative Assistant to call the roll for the vote for Regent from the First Congressional District.

Co-Chair Pappas asked the House Committee Legislative Assistant to call the roll for the vote for Regent from the First Congressional District.

Having the required majority vote in both the Senate and the House, Regent Patty Simmons is placed on the slate.

Co-Chair Pappas congratulated Regent Patty Simmons, and thanked Randy Simonson for his efforts.

Co-Chair Pappas then began the voting process for the Seventh Congressional District candidates Clyde Allen and Anne Rasmusson.

Representative Nornes commented regarding Clyde Allen.

Co-Chair Pappas asked the House Committee Legislative Assistant to call the roll for the vote for Regent from the Seventh Congressional District.

Co-Chair Pappas asked the Senate Committee Legislative Assistant to call the roll for the vote for Regent from the Seventh Congressional District.

Having the required majority vote in both the House and the Senate, Regent Clyde Allen is placed on the slate.

Co-Chair Pappas congratulated Regent Clyde Allen, and thanked Anne Rasmusson for her efforts.

Co-Chair Pappas asked the House Committee Legislative Assistant to call the roll for the vote for Regent from the Fourth Congressional District.

Having the required majority vote in both the Senate and the House, Richard Beeson is placed on the slate.

Co-Chair Pappas congratulated Richard Beeson, and thanked Anita Pampusch for her efforts.

Co-Chair Pappas then began the voting process for the Sixth Congressional District candidates Kjell Bergh, Kathryn Roberts and John Frobenius.

Senator Clark commented regarding Regent John Frobenius.

Co-Chair Pappas asked the House Committee Legislative Assistant to call the roll for the vote for Regent from the Sixth Congressional District.

Co-Chair Pappas asked the Senate Committee Legislative Assistant to call the roll for the vote for Regent from the Sixth Congressional District.

Having the required majority vote in both the House and the Senate, Regent John Frobenius is placed on the slate.

Co-Chair Pappas congratulated Regent John Frobenius, and thanked Kathryn Roberts and Kjell Bergh for their efforts.

Representative Murphy asked for clarification on the job status of the University of Minnesota President Robert Bruininks.

Questions and discussion followed.

Co-Chair Pappas asked Regent Patty Simmons to comment regarding President Bruininks’ contract with the University of Minnesota.

Regent Patty Simmons indicated that President Bruininks in on contract through 2011, and that the matter would be discussed by the Board of Regents this summer.

Further discussion followed.

Co-Chair Pappas invited Mark Misukanis and Tricia Grimes from the Office of Higher Education to come forward to begin their presentation on the federal stimulus package.

Mark Misukanis, Office of Higher Education, introduced himself and began the presentation of the federal stimulus package. A handout was provided.

Tricia Grimes, Office of Higher Education, introduced herself and continued the presentation of the information on the federal stimulus package.
