Representative Murphy, Cultural and Outdoor Resources Finance Division, called the meeting to order at 4:40 P.M. on Monday, February 8 in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Morgan moved adoption of M.S. Law Chapter 172 Legislative Guidelines draft two.

Representative Morgan testified.

Representative Wagenius moved amendment MS/HRD.
THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Public testimony on M.S. Law Chapter 172 Legislative Guidelines draft two was provided by the following individuals:

Tom Jes, citizen, Plymouth.
Madison Mirindis, citizen, Caledonia.

The motion to adopt M.S. Law Chapter 172 Legislative Guidelines draft two was withdrawn.

Dennis Fink, Commissioner, St Louis County, Annalee Garletz, Lobbyist, Association of Minnesota Counties, Craig Johnson, Lobbyist, League of Minnesota Cities, Rob Vanasek, Lobbyist, Minnesota Association of Townships, Dan Larson, Lobbyist, Minnesota Rural Counties Caucus, John Edman, Director, Explore Minnesota, and Bob Meier, Assistant Commissioner, DNR, offered an explanation of the consequences of public ownership of land to local governments.

Representative Haws moved the minutes of May 5, 2009 be adopted.

Representative Haws moved the minutes of September 8, 2009 be adopted.
