MINUTES



Representative Michael Paymar, Chair of the Public Safety Finance Division Committee, called the thirty fifth meeting to order at 8:40 a.m., Thursday, March 25, 2010, in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was not present.

HF 2608, Hilstrom, Protection area extended to a reasonable area around residence or dwelling in ex parte orders for protection.

Representative Hilstrom moved HF 2608 be recommended to pass and be placed on the general register.

A quorum was now present.

Representative Hilstrom presented the bill.

Representative Hilstrom moved to adopt amendment H2608DE2 (attached). Motion prevailed and amendment adopted.

Testifying on the bill:

Liz Richards, Director of Programming, Minnesota Coalition for Battered Women.

Representative Hilstrom moved to incorporate an oral amendment to the H2608DE2 amendment:

Page 7, line 7.33, reinstate stricken "or"
Page 7, delete lines 7.34 and 7.35
Page 8, line 8.1, delete the number "(8)" and insert "(7)"

Motion prevailed and amendment adopted.

Representative Hilstrom moved that HF2608 be recommended to pass, as amended, and re-referred to the Committee on Finance. MOTION PREVAILED.

HF 3081, Hilstrom, Criminal sexual conduct in the first degree penalty increased.

Representative Hilstrom moved that HF 3081 be laid over for possible inclusion in a Public Safety Omnibus bill.

Representative Hilstrom presented the bill.

Testifying on the bill:

Harry Kennedy, Policy Coordinator, Minnesota State Sex Offender Program.

Gerald Kaplan, Executive Director, Alpha Human Services.

HF 3081 was laid on the table.

HF 2990, Hilstrom, State Guardian Ad Litem Board established and money appropriated.

Representative Hilstrom moved HF 2990 be recommended to pass and re-referred to the Committee on Finance.

Representative Hilstrom moved to incorporate amendment H2990A2 (attached)

Motion prevailed and amendment adopted.

Representative Hilstrom moved to incorporate an oral amendment:

Page 6, Line 14, before the comma, insert "and thereafter".

Motion prevailed and amendment adopted.

Representative Hilstrom presented the bill.

Virginia Rudloff, Executive Director, CASA Minnesota and volunteer guardian ad litem.

Representative Hilstrom renewed her motion that HF 2990 be passed, as amended, and re-referred to the Committee on Finance. MOTION PREVAILED.

Representative Ward moved the Public Safety Finance Division minutes from March 23, 2010 be approved. MOTION PREVAILED AND THE MINUTES APPROVED

The committee was adjourned at 9:57 a.m.
