MINUTES



Representative Koenen, Chair of the Veteran Affairs Committee, called the first meeting to order at 8:38 AM on Friday, March 20, 2009 in the Basement Hearing Room of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Representative Doty moved approval of the minutes from March 13, 2009. THE MOTION PREVAILED. THE MINUTES WERE APPROVED.

Chairman Koenen introduced his son, Isaac to the committee.

Chairman Koenen moved HF 1286 be recommended to pass and re-referred to the Agriculture, Rural Economies and Veterans Affairs Policy Committee.

HF 1286 (Gardner) relating to veterans; extending eligibility for certain free fish and game licenses for disabled veterans;

Jim Cleary, House Research explained HF 1286 to the committee as Representative Gardner was out sick.

Testifying on HF 1286 was:

Chairman Koenen renewed his motion that HF 1286 be recommended to pass and re-referred to the Agriculture, Rural Economies and Veterans Affairs Policy Committee.
THE MOTION PREVAILED.

Representative Lieder moved HF 980 be recommended to pass and re-referred to the Agriculture, Rural Economies and Veterans Affairs Policy Committee.

HF 980 (Lieder) relating to public safety; modifying requirements of eligibility based on military experience for reciprocity examination for a peace officer;

Rep. Lieder explained HF 980 to the committee.

Representative Lieder moves to amend HF 980 as follows: (see amendment A09-0205)

Page 1, line 10, strike the comma and insert

"active service, as defined in section 190.05, subdivision 5; and

"

Page 1, line 11, delete "(1)" and insert "(i)"

Page 1, line 13, delete "(2)" and insert "(ii)"

Page 1, line 17, delete "(3)" and insert "(iii)"

Page 1, line 20, delete the new language

Page 1, line 22, delete everything after the period

Page 1, delete line 23

Representative Lieder moved to with draw amendment A09-0205.

Representative Severson moves to amend HF 980 as follows:

Page 1, line 11 delete, "successful graduation from a military service law

THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Lieder renewed his motion that HF 980 be recommended to pass, as amended and re-referred to the Agriculture, Rural Economies and Veterans Affairs Policy Committee.

Representative Severson moved HF 1884 be recommended to pass and re-referred to the Agriculture, Rural Economies and Veterans Affairs Policy Committee.

HF 1884 (Anderson. S.) relating to natural resources; requiring designation of state land for use by veterans

Representative Anderson, S., explained HF 1884 to the committee and took questions from the members.

Testifying in favor of HF 1884 were:

Representative Severson renewed his motion that HF 1884, be recommended to pass and re-referred to the Agriculture, Rural Economies and Veterans Affairs Policy Committee.

Representative Severson moved HF 1880 be recommended to pass and re-referred to the Agriculture, Rural Economies and Veterans Affairs Policy Committee.

HF 1880 (Severson) relating to veterans; requiring an interview for veterans listed as meeting minimum qualifications and claiming veterans preference for positions of state government employment; applying to state civil service certain removal provisions in current local government law; requiring a report of certain state employment statistics pertaining to veterans;

Representative Severson explained HF 1880 to the committee and took questions from the members.

THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Severson renewed his motion that HF 1880 be recommended to pass, as amended, and re-referred to the Agriculture, Rural Economies and Veterans Affairs Policy Committee.
