Representative Gene Pelowski, Chair of the State & Local Government Operations, Reform, Technology and Elections Committee, called the meeting to order at 8:30 A.M. on Thursday, March 18, 2010, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Vice Chair Poppe moved that the minutes of March 16 and 17, 2010, be approved. THE MOTION PREVAILED.

Chairman Pelowski moved that HF3131 be recommended to pass and re-referred to the Committee on Finance.

Representative Mullery presented HF3131 (Mullery), a bill for an act relating to corrections; adopting the Interstate Compact for Juveniles; proposing coding for new law in Minnesota Statutes; etc.

Testifying to HF3131:

Chairman Pelowski renewed the motion that HF3131 be recommended to pass and re-referred to the Committee on Finance. THE MOTION PREVAILED.

Representative Nelson moved that HF3168 be recommended to pass and sent to the General Register.

Representative Nelson moved to amend HF3168 (see attached H3168A1). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Nelson presented HF3168 (Nelson), as amended, a bill for an act relating to transportation; allowing escort drivers of overdimensional loads to control traffic; directing commissioner of public safety to establish escort driver training and certification program; etc.

Chairman Pelowski moved that HF3008 be recommended to pass and re-referred to the Committee on Finance.

Chairman Pelowski moved to amend HF3008 (see attached H3008A1). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Anzelc presented HF3008 (Anzelc), as amended, a bill for an act relating to transportation; amending requirements for type III vehicle drivers; providing a rulemaking exception; etc.

Chairman Pelowski moved that HF3281 be recommended to pass and re-referred to the Committee on Finance.

Chairman Pelowski moved to amend HF3281 (see attached S2918-1A). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Murphy, M., presented HF3281 (Murphy, M.), as amended, a bill for an act relating to retirement; volunteer fire relief associations; making various technical corrections; revising break-in-service return to firefighting authorizations; authorizing Minnesota deferred compensation plan service pension transfers; revising payout defaults in survivor benefits; authorizing corrections of certain special fund deposits; etc.

Representative Murphy, M., presented HF2952 (Murphy, M.), as amended, a bill for an act relating to retirement; general state employees retirement plan; correctional state employees retirement plan; legislators retirement plan; judges retirement plan; State Patrol retirement plan; increasing certain contribution rates; temporarily reducing certain postretirement adjustment increase rates; reducing interest rates on refunds; reducing deferred annuity augmentation rates; eliminating interest on reemployed annuitant earnings limitation deferred accounts; etc.

Chairman Pelowski renewed the motion that HF2952, as amended, be recommended to pass and re-referred to the Committee on Finance. THE MOTION PREVAILED.

Chairman Pelowski moved that HF3279, Second Engrossment, be recommended to pass and re-referred to the Committee on Finance.

Representative Huntley presented HF3279 (Huntley), Second Engrossment, a bill for an act relating to health; amending provisions for electronic health record technology; providing for administrative penalties; appropriating money; etc.
