Representative Gene Pelowski, Chair of the State & Local Government Operations, Reform, Technology and Elections Committee, called the meeting to order at 8:31 A.M. on Wednesday, March 10, 2010, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Chairman Pelowski moved that HF2907, First Engrossment, be recommended to pass and sent to the General Register.

Chairman Pelowski moved to amend HF2907, First Engrossment (see attached H2907A5). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Johnson presented HF2907 (Johnson), First Engrossment, as amended, a bill for an act relating to communications; setting state goals for the deployment and speed of high-speed broadband; requiring reports; proposing coding for new law in Minnesota Statutes, chapter 237.

Chairman Pelowski renewed the motion that HF2907, First Engrossment, as amended, be recommended to pass and sent to the General Register. THE MOTION PREVAILED.

Chairman Pelowski moved that HF3096 be recommended to pass and sent to the General Register.

Chairman Pelowski moved to amend HF3096 (see attached H3096DE1). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Chairman Pelowski presented HF3096 (Pelowski), as amended, a bill for an act relating to state procurement; modifying provisions governing the provision of services by rehabilitation facilities, extended employment providers, and day training and habilitation service programs; etc.

Representative Nelson moved adoption of the Local Government Division Report for HF2954, First Engrossment. THE MOTION PREVAILED AND THE DIVISION REPORT WAS ADOPTED.

Chairman Pelowski moved that HF2954, First Engrossment, be recommended to pass and re-referred to the Committee on Finance.

Representative Dill presented HF2954 (Dill), First Engrossment, a bill for an act relating to natural resources; providing for general burning permits; modifying authority to establish forestry services fees; modifying the forest management lease pilot project; modifying timber sales provisions; eliminating certain pilot projects and reports; etc.

Chairman Pelowski renewed the motion that HF2954, First Engrossment, be recommended to pass and re-referred to the Committee on Finance. THE MOTION PREVAILED.

Representative Nelson moved adoption of the Local Government Division Report for HF3065. First Committee Engrossment. THE MOTION PREVAILED AND THE DIVISION REPORT WAS ADOPTED.

Representative Nelson moved that HF3065, First Committee Engrossment, be recommended to pass and sent to the General Register.

Representative Nelson presented HF3065 (Simon), First Committee Engrossment, a bill for an act relating to local government; providing for securities lending agreements and holding of municipal funds; etc.

Representative Nelson renewed the motion that HF3065, First Committee Engrossment, be recommended to pass and sent to the General Register. THE MOTION PREVAILED.

Representative Nelson moved adoption of the Local Government Division Report for HF3292. THE MOTION PREVAILED AND THE DIVISION REPORT WAS ADOPTED.

Representative Davnie presented HF3292 (Davnie), a bill for an act relating to Hennepin County; authorizing business entity participation for certain energy-related purposes; proposing coding for new law in Minnesota Statutes, chapter 383B.

Representative Nelson moved adoption of the Local Government Division report for HF2949, First Committee Engrossment. THE MOTION PREVAILED AND THE DIVISION REPORT WAS ADOPTED.

Chairman Pelowski moved that HF2949, First Committee Engrossment, be recommended to pass and sent to the General Register.

Representative Gardner presented HF2949 (Gardner), First Committee Engrossment, a bill for an act relating to metropolitan government; modifying provisions for the allocation of treatment works and interceptors reserved capacity costs; etc.

Representative Nelson moved adoption of the Local Government Division report for HF3335. THE MOTION PREVAILED AND THE DIVISION REPORT WAS ADOPTED.

Representative Poppe presented HF3335 (Poppe), a bill for an act relating to Mower County; providing a process for making office of county recorder appointive.
