MINUTES

Representative Gene Pelowski, Chair of the State & Local Government Operations, Reform, Technology and Elections Committee, called the meeting to order at 8:30 A.M. on Thursday, March 11, 2010, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Poppe moved that the minutes of March 9th and 10th, 2010, be approved. THE MOTION PREVAILED.

Campaign Finance and Public Disclosure Board: Greg McCullough

Chairman Pelowski moved the appointment of Greg McCullough to the Campaign Finance and Public Disclosure Board.

Representative Greiling presented HF2703 (Greiling), as amended, a bill for an act relating to education; clarifying rulemaking authority of the Board of Teaching; etc.

Representative Davnie presented HF2360 (Davnie), First Engrossment, as amended, a bill for an act relating to Special School District No. 1, Minneapolis; providing for two members appointed by Special School District No. 1, Minneapolis, on the Minneapolis redistricting commission; establishing standards.

Chairman Pelowski renewed the motion that HF2360, First Engrossment, as amended, be recommended to pass and sent to the General Register. THE MOTION PREVAILED.

Representative Simon moved that HF3066 be recommended to pass and re-referred to the Committee on Finance.

Representative Simon presented HF3066 (Thissen), as amended, a bill for an act relating to health; requiring reporting of certain administrative expense data; establishing the Advisory Group on Administrative Expenses; etc.

Representative Simon renewed the motion that HF3066, as amended, be recommended to pass and re-referred to the Committee on Finance. THE MOTION PREVAILED.

Vice Chair Poppe assumed the gavel.

Continuation of HF3096, as amended (see attached H3096DE1 previously adopted on 3/9/10).

Representative Pelowski moved that HF3096, as amended, be recommended to pass and sent to the General Register.

Representative Pelowski moved to amend HF3096, as amended (see attached H3096A1). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Pelowski moved to amend HF3096, amending the previously adopted H3096DE1), the delete everything amendment, as follows:

Page 1, line 7, after "document imaging;" add "document shredding"; and

Page 1, line 16, after "document imaging;" add "document shredding;".

THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Pelowski renewed the motion that HF3096, as amended, be recommended to pass and sent to the General Register. THE MOTION PREVAILED.

Representative Dittrich presented HF3475 (Dittrich), a bill for an act relating to education; creating an independent agency to oversee the management of Minnesota’s permanent school fund lands; etc.
