MINUTES


Representative Gene Pelowski, Chair of the State & Local Government Operations, Reform, Technology and Elections Committee, called the meeting to order at 8:30 A.M. on Tuesday, February 16, 2010, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Poppe moved that the minutes of February 11, 2010, be approved. THE MOTION PREVAILED.

Representative Kahn moved that HF653, First Engrossment, be recommended to pass and sent to the General Register.

Representative Kahn presented HF653, First Engrossment, (Kahn), a bill for an act relating to elections; changing certain municipal precinct and ward boundary procedures and requirements; amending Minnesota Statutes 2008, etc.

Representative Kahn moved to amend HF653, First Engrossment (see attached H0653A3). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Kahn renewed the motion that HF653, First Engrossment, as amended, be recommended to pass and sent to the General Register. THE MOTION PREVAILED.

Chairman Pelowski moved that HF910 be recommended to pass and sent to the Committee on Civil Justice.

Representative Hortman presented HF910 (Hortman), a bill for an act relating to notaries public; modifying fees; regulating commissions and notarial stamps and seals; providing clarifications; providing for the accommodations of physical limitations; etc.

Chairman Pelowski moved to amend HF910 (see attached H0910A2). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Chairman Pelowski moved to amend HF910, as amended (see attached H0910A3). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Chairman Pelowski moved to amend HF910, as amended (see attached H0910A5). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Chairman Pelowski renewed the motion that HF910, as amended, be recommended to pass and sent to the Committee on Civil Justice. THE MOTION PREVAILED.

Representative Simon moved that SF80, Third Engrossment , be recommended to pass and sent to the General Register.

Representative Simon moved to amend SF80, Third Engrossment , (see attached S0080DE1). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Simon presented SF80, Third Engrossment, (Simon), as amended, a bill for an act relating to elections; campaign finance; removing certain unconstitutional provisions governing independent expenditures in political campaigns; changing certain campaign expenditure and contribution limits and certain reporting requirements; authorizing electronic filing of certain items with the Campaign Finance and Public Disclosure Board; etc.

Representative Simon moved to amend SF80, Third Engrossment, as amended (see attached S0080A1). THE MOTION PREVAIED. THE AMENDMENT WAS ADOPTED.
