MINUTES


Representative Kory Kath, Vice-Chair of the K-12 Education Policy & Oversight Committee, called the thirty-third meeting to order at 8:40 AM on Friday, March 27, 2009 in hearing room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll:

Rep. Norton moved the minutes of March 25, 2009, and March 26, 2009 be adopted. THE MOTION PREVAILED. THE MINUTES WERE ADOPTED.

HF 981 (Bly)—a bill for an act relating to education; amending charter school provisions; creating a commission; authorizing a private nonprofit corporation; amending Minnesota Statutes 2008, section 124D.10, by adding a subdivision; proposing coding for new law in Minnesota Statutes, chapter 124D.

Rep. Newton moved that HF 981 be recommended to pass and referred to the committee on Finance, with a recommended re-referral to the K-12 Finance Division.

HF 1240 (Eken) - A bill for an act relating to education; establishing a volunteer working group on Native language revitalization and preservation; providing for appointments; requiring a report; appropriating money.

Chair Kath moved that HF 1240 be recommended to pass and referred to the Committee on Finance, with a recommended re-referral to the Cultural and Outdoor Resources Finance Division.

Chair Kath moved the H1240A01 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

HF 898 (Hornstein) (second engrossment)– A bill for an act relating to environment; adding greenhouse gas reduction goals and strategies to various state and metropolitan programs and plans; establishing goals for per capita reduction in vehicle miles traveled to reduce greenhouse gases; transferring and appropriating money; amending Minnesota Statutes 2008, sections 103B.3355; 116D.04, by adding a subdivision; 123B.70, subdivision 1; 123B.71, subdivision 9; 473.121, by adding a subdivision; 473.145; 473.146, by adding a subdivision; 473.25; 473.856; 473.858, subdivisions 1, 2; 473.864, subdivision; proposing coding for new law in Minnesota Statutes, chapters 116C; 174.

Chair Kath moved that HF 898 be recommended to pass and referred to the Transportation and Transit Policy and Oversight division.

Chair Kath moved the H0898A3 amendment.

Chair Kath incorporated the following oral amendment to the H0898A3 amendment:

Page 1, Line 17, after "upon" insert "the ratio of" and delete "approaching 60 percent"
Page 1, Line 18, delete "of the replacement." and insert "to the cost of replacement."

Chair Kath renewed his motion that the H0898A3, as amended, be adopted. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

HF 1340 (Mariani) – A bill for an act relating to education; creating an alternative teacher preparation program and a resident teacher license for qualified nontraditional candidates; proposing coding for new law in Minnesota Statutes, chapter 122A.

Rep. Mariani moved that HF 1340 be recommended to pass, and referred to the committee on Finance, with a recommended re-referral to the K-12 Finance Division.

Rep. Newton moved that HF 2051 be recommended to pass, and referred to the Committee on Finance, with a recommended re-referral to the K-12 Finance Division.

Rep. Newton moved the H2051A1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.
