MINUTES


Representative Kory Kath, Vice-Chair of the K-12 Education Policy & Oversight Committee, unofficially called the forty-third meeting to order at 8:35 AM on Tuesday, February 23, 2010 in the Basement hearing room of the State Office Building.

The Committee Legislative Assistant noted the roll:

Ms. Lisa Larson, House Research, gave an overview of current Minnesota law related to measures of teacher quality and effectiveness as it pertains to Minnesota’s Race to the Top application.

Rep. Mariani assumed the gavel at 8:45 AM.

Chair Mariani officially called the hearing to order at 8:52 AM. A quorum was present.

Commissioner Alice Seagren, Minnesota Department of Education, presented Minnesota’s Race to the Top application.

Ms. Jan Alswager, Education Minnestoa, presented concerns about Minnesota’s Race to the Top application, specifically as they pertain to teacher quality measures and effectiveness.

Mr. Roger Aronson, Minnesota Elementary and Secondary Principals’ Associations, testified with concerns and questions about Minnesota’s application.

Members asked questions of all four testifiers and discussed the points of Minnesota’s proposal.
Deputy Commissioner Chas Anderson, Minnesota Department of Education, testified in response to a member’s question regarding low-achieving school districts.

Rep. Doepke moved to adopt the minutes of February 18, 2010. THE MOTION PREVAILED. THE MINUTES WERE ADOPTED.

The meeting was adjourned at 10:00 AM.
