MINUTES


Debra Hilstrom, Chair of the Public Safety Policy & Oversight Committee, started the eighth meeting of the House Public Safety Policy & Oversight Committee at 1:01 pm on Thursday, February 5, 2009 in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Agenda:

HF366 (Paymar): POST board powers and duties clarified.

Rep. Paymar presented HF366 and took questions from the committee.

A quorum was present at 1:03pm and the meeting was officially called to order.

Rep. Paymar moved that HF366 be laid over for possible inclusion in the Public Safety Policy & Oversight omnibus bill.

Rep. Paymar renewed his motion that HF366 be laid over for possible inclusion in the Public Safety Policy & Oversight omnibus bill.

Chair Hilstrom laid HF366 over for possible inclusion in the Public Safety Policy & Oversight omnibus bill.

HF448 (Mullery): Emergency 911 systems allowed to include referral to mental health crisis teams.

Rep. Mullery moved that HF448 be recommended to pass and be re-referred to the Health Care & Human Services Policy & Oversight Committee.

Rep. Mullery presented HF448 and took questions from the committee.

The following individuals testified on behalf of HF448 and took questions from the committee:
Sue Hanson, National Association of Mental Illness- Minnesota
Michael Undlin, Citizen of Plymouth, Minnesota

Rep. Mullery renewed his motion that HF448 be recommended to pass and be re-referred to the Health Care & Human Services Policy & Oversight Committee.
THE MOTION PREVAILED AND THE BILL WAS PASSED.

HF449 (Mullery): Crisis intervention team grants established, and money appropriated.

Rep. Mullery moved that HF449 be recommended to pass and be re-referred to the Health Care & Human Services Policy & Oversight Committee.

Rep. Mullery moved to orally amend HF449 as follows:
Page 1, line 12, delete "(1) the Barbara Schneider Foundation;"
THE MOTION PREVAILED AND THE ORAL AMENDMENT WAS ADOPTED.

Rep. Mullery presented HF449, as amended and took questions from the committee.

THE MOTION PREVAILED AND THE BILL WAS PASSED.

HF212 (Simon): Pretrial filing of a transcript for admission into evidence of law enforcement vehicle recordings prerequisite eliminated.

Chair Hilstrom moved that HF212 be laid over for possible inclusion in the Public Safety Policy & Oversight omnibus bill.

Rep. Simon presented HF212 and took questions from the committee.

Mike Asleson, Minnesota State Patrol, testified on behalf of HF212 and took questions from the committee.

The following individuals testified in opposition to HF212 and took questions from the committee:

Chair Hilstrom renewed her motion that HF212 be laid over for possible inclusion in the Public Safety Policy & Oversight omnibus bill.

Chair Hilstrom asked for a motion to approve the minutes of February 3, 2009.

Rep. Kath moved to approve the minutes of February 3, 2009.
THE MOTION PREVAILED AND THE MINUTES WERE ADOPTED.

Rep. Kulick Jackson assumed the gavel at 2:03pm

The following individuals provided an overview of probations in Minnesota, and took questions from the committee:
Ryan Erdmann, Minnesota Association of Community Corrections Act Counties Director
Mark Sizer, Sterns County Community Corrections Director, MACCAC President
Steve King, Mower County Correctional Services Director, MACPO President

Chair Hilstrom assumed the gavel at 2:07pm.
