MINUTES



Debra Hilstrom, Chair of the Public Safety Policy & Oversight Committee, started the ninth meeting of the House Public Safety Policy & Oversight Committee at 1:03 pm on Tuesday, February 10, 2009 in Room 10 of the State Office Building.


The Committee Legislative Assistant noted the roll.

Agenda:


HF129 (Bigham): Predatory offenders prohibited from accessing and using social networking Web sites which require registration.

Rep. Bigham presented HF129 and took questions from the committee.

A quorum was present at 1:05pm and the meeting was officially called to order.

Rep. Bigham moved that HF129 be laid over for possible inclusion in the Public Safety Policy & Oversight omnibus bill.

Rep. Bigham moved to orally amend HF129 as follows:

Page 1, line 10, insert "or" before "radio"
THE MOTION PREVAILED AND THE ORAL AMENDMENT WAS ADOPTED.

David Voight, Office of Minnesota Attorney General, testified on behalf of HF129 as amended, and took questions from the committee.

Rep. Bigham renewed her motion that HF129 as amended, be laid over for possible inclusion in the Public Safety Policy & Oversight omnibus bill.

Chair Hilstrom laid HF129 as amended, over for possible inclusion in the Public Safety Policy & Oversight omnibus bill.

Crime Victims/ Criminal Records Division Report

Rep. Lesch moved that the Crime Victims/ Criminal Records Division Report be adopted.

Rep. Lesch presented the division report from the Crime Victims/ Criminal Records Division on HF139 (Doty) and HF254 CE-1 (Thissen), and took questions from the committee.

Rep. Lesch renewed his motion that the Crime Victims/ Criminal Records Division Report be adopted.
THE MOTION PREVAILED AND THE REPORT WAS ADOPTED.

HF139 (Doty): Domestic violence awareness month designated for the month of October.

Rep. Lesch moved that HF139 be recommended to pass and be re-referred to the Committee on State and Local Government Operations Reform, Technology & Elections.

Rep. Doty presented HF139 and took questions from the committee.

Cindy Cook, Minnesota Coalition for Battered Women, testified on behalf of HF139 and took questions from the committee.

Tim Kinley, citizen of the city of Maplewood, testified on behalf of HF139 and took questions from the committee.

Rep. Lesch renewed his motion that HF139 be recommended to pass and be re-referred to the Committee on State and Local Government Operations Reform, Technology & Elections.
THE MOTION PREVAILED AND THE BILL WAS PASSED.

HF254 CE-1 (Thissen): Law enforcement required to provide violent crime alerts to citizens who request notification, and crime alerts required to be distributed in a format that disabled citizens can access.

Rep. Lesch moved that HF254 CE-1 be recommended to pass and be re-referred to the Committee on Civil Justice.

Rep. Thissen presented HF254 CE-1 and took questions from the committee.

Rep. Lesch renewed his motion that HF254 CE-1 be recommended to pass and be re-referred to the Committee on Civil Justice.
THE MOTION PREVAILED AND THE BILL WAS PASSED.

HF130 (Bigham): Predatory offenders prohibited from accessing and using social networking web sites which require registration.

Rep. Bigham moved that HF130 be recommended to pass and be re-referred to the Committee on Civil Justice.

Rep. Bigham moved to orally amend HF130 as follows:

Page 5, line 1, insert "or" before "create"
Page 5, line 1, delete "," after "create"
THE MOTION PREVAILED AND THE ORAL AMENDMENT WAS ADOPTED.

Rep. Bigham presented HF130 as amended and took questions from the committee.

David Voight, Office of Minnesota Attorney General, testified on behalf of HF130 as amended and took questions from the committee.

Rep. Bigham renewed her motion that HF130 as amended, be recommended to pass and be re-referred to the Committee on Civil Justice.
THE MOTION PREVAILED AND THE BILL WAS PASSED.

Chair Hilstrom called for a motion to approve the minutes of February 5, 2009.

Rep. Kath moved that the minutes of February 5, 2009 be adopted.
THE MOTION PREVAILED AND THE MINUTES WERE ADOPTED.
