MINUTES

Representative Westrom, Chair of the Civil Law Committee, called the meeting to order at 12:36 PM on Monday, March 14, 2011, in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Representative Runbeck moved to approve the minutes from March 9, 2011. THE MOTION PREVAILED.

HF 939 (Westrom) Private prison housing proposal request by commissioner of corrections required.

Representative Drazkowski assumed the gavel at 12:37 pm.

Representative Westrom moved that HF 939 be recommended to pass and re-referred to the Public Safety and Crime Prevention Policy and Finance Committee.

Representative Westrom moved that the H0939A1 amendment be adopted. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Hortman moved to orally amend H0939A1 amendment as follows:
Page 2, line 21, delete "and"
Page 2, after line 21, insert "(5) the the recidivism rate of the vendor"
Page 2, like 22, delete "(5)" and insert "(6)". THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Hilstrom moved that the H0939DE1 amendment be adopted and requested a roll call.

HF32 (Dill) State and local government tort liability limits restored to pre-2008 levels, and state and local government contracts prohibited that require contractors to provide liability insurance or other security in excess of those bills.

Rep. Holberg moved the H0032DE2 amendment. THE MOTION PREVAILED.

Representative Westrom renewed the motion that HF32, as amended, be recommended to pass and re-referred to the Judiciary Policy and Finance Committee. THE MOTION PREVAILED.
