MINUTES

Representative Hoppe, Chair of the Commerce and Regulatory Reform Committee, called the meeting to order at 2:32 p.m. on March 6, 2012, in the Basement Hearing Room of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Representative Hoppe moved HF2553.

Representative Hoppe incorporated an oral amendment to delete section one, lines 1.7 to line 2.8.

Representative Hoppe moved amendment A12-0712. The motion prevailed. The amendment was adopted.

Bob Johnson from the Insurance Federation testified.

Representative Sanders moved an oral amendment. On line 1.2 strike "wealth-related" insert "weather related." The motion prevailed. The oral amendment was adopted.

Ted Ohl, MN Insurance Agents Association testified.

Representative Atkins moved an oral amendment to delete section 4.

Todd Fultz, general contractor for Hail Pros, testified.

Phil Simon from Simon Construction testified.

Trevor Foss from Foss Exteriors testified.

Chris Parrington (attorney) testified.

Mr. Dvorak testified.

Don Huizenga testified.

Representative Atkins withdrew his motion for an oral amendment.

Representative Hoppe renewed his motion that HF2553 be recommended to pass as amended and re-referred to the General Register.

Representative Atkins requested a roll-call vote on the motion.

The following members voted in favor of the motion:

HOPPE, SANDERS, DIANE ANDERSON, SARAH ANDERSON, CRAWFORD, DAUDT, DAVIDS, KIEFFER, LOON, MAZOROL, MURDOCK, O’DRISCOLL, STENSRUD.

The following members voted against the motion:

ATKINS, DITTRICH, JOHNSON, LILLIE, MULLERY, NELSON, SLOCUM.

There being 13 ayes and 7 nays, the motion prevailed.

Representative Daudt moved HF 2356 and recommended that it be passed and re-referred to the Civil Law Committee.

Representative Daudt moved amendment H2356A3.

Buzz Cummins, President of WCRA testified.

Jim LeRoy, President of MN Self Insured Group testified.

Representative Daudt renewed his motion. The motion prevailed. The amendment was adopted.

Robin Sykes testified.

John Rajkowski from MN Department of Labor and Industry testified.

Representative Daudt renewed his motion that HF2356 be recommended to pass as amended and re-referred to the Civil Law - Data Practices Sub-Committee. The motion prevailed.

Representative Hoppe moved HF2178 and recommended that it be laid over for possible inclusion in the liquor omnibus bill.

Representative Lanning introduced HF2178.

Representative Hoppe renewed his motion. The motion prevailed.

Representative Loon moved HF2280 and recommended that it be passed and re-referred to the Tax Committee.

Mark Stutrud from Summit Brewing Company testified.

Representative Loon renewed her motion. The motion prevailed.

Representative O’Driscoll moved HF1416 and recommended that it be passed and re-referred to the General Register.



Representative Gruenhagen introduced HF1416.

Representative O’Driscoll moved amendment H1416A2. The motion prevailed. The amendment was adopted.

Representative O’Driscoll renewed his motion that HF1416 be recommended to pass as amended and re-referred to the General Register. The motion prevailed.

Representative Hoppe adjourned the meeting at 4:21 pm.
