MINUTES

Representative Hoppe, Chair of the Commerce and Regulatory Reform Committee, called the meeting to order at 2:37p.m. on March 13, 2012, in the Basement hearing room of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.
Representative Hoppe moved HF2683 and recommended that it be passed and re-referred to the Committee on Taxes.
Representative Gottwalt introduced HF2683.
Representative Hoppe moved amendment
Peter Nelson from Center of the American Experiment testified.
Twila Brase from MN Council of Citizens for Healthcare Freedom.
Representative Hoppe renewed his motion that HF2683 be recommended to pass as amended and re-referred to the Committee on Taxes.
Representative Mazorol moved HF2345 and recommended that it be passed and re-referred to the General Register.
Representative Gruenhaggen moved HF2345.
Greg Dattilon, President of MN Association of Health Insurance Underwriters testified.
Jay McLaren from Medica testified.
Twila Brase from MN Council of Citizens for Healthcare Freedom testified.
Representative Mazorol renewed his motion. The motion prevailed.
Representative Hoppe moved HF2347 and recommended that it be passed and re-referred to the Health and Human Services Reform Committee.
Representative Gruenhaggen introduced HF2347.
Representative Hoppe moved amendment H2347DE1.
Representative Gruenhaggen incorporated changes to amendment H2347DE1. On line 2.30, after the word "of" insert "such premium increases under"
Representative Hoppe renewed his motion. The motion prevailed. The amendment was adopted.
Chris Schneeman from MN Association of Health Underwriters testified.
Jay McLaren from Medica testified.
Representative Hoppe laid HF23347 over.
Representative Diane Anderson moved HF2638.
Representative Diane Anderson moved amendment H2638A1. The motion prevailed. The amendment was adopted.
Steven McDaniel testified.
John Reich from the MN Department of Commerce testified.
Representative Diane Anderson moved an oral amendment. On line 3.29, delete the word "person" insert the word "customer." The motion prevailed. The oral amendment was adopted.
Representative Diane Anderson renewed her motion that HF2637 be recommended to pass as amended and re-referred to the General Register.
Representative Mazorol moved that HF2705 be recommended to pass and re-referred to the General Register.
Representative Mazorol moved amendment H2705DE1. The motion prevailed. The amendment was adopted.
Bryan Lake from the MN Bar Association testified.
John Reich from MN Department of Commerce testified.
Representative Mazorol renewed his motion that HF2705 be recommended to pass as amended and re-referred to the General Register. The motion prevailed.
Representative Atkins moved that HF2633 be laid over for possible inclusion in the liquor omnibus bill.
Mark Wedge from MN Grape Growers Association testified.
Ken Rockler, executive director of Tavern League of MN testified.
Jim Arlt testified.
Matt Scott from MN Grape Crowers Association testified.
Representative Atkins renewed his motion. The motion prevailed.
Representative Hoppe moved HF2347 off the table.
Representative Gruenhaggen reintroduced HF2347.
Representative Hoppe renewed his motion that HF2347 be recommended to pass as amended and re-referred to the Health and Human Services Reform Committee.
The chair adjourned the meeting at 4:28 pm.
