EDUCATION REFORM

MINUTES

A quorum was present and Representative Erickson, Chair of the Education Reform Committee, called the meeting to order at 8:16 AM on March 10, 2011, in the Basement Hearing Room of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Norton moved that the minutes from the committee meeting on March 8, 2011, be approved. THE MOTION PREVAILED AND THE MINUTES WERE APPROVED.

HF 360 (Peterson, S) School district requirement clarified that a school district is not required to provide educational services to students without disabilities from other states.

Representative Peterson, S, moved that HF 360 be recommended to pass and re-referred to the Committee on Education Finance.

Chair Erickson incorporated the following technical changes into HF 360 as follows:

Page 1, line 1.11, delete "individual" and insert "individualized" in its place.
Page 1, line 1.11, delete "plan" and insert "program" in its place.

Representative Peterson, S, presented the bill and stood for questions.

The committee heard testimony for the bill.

Representative Peterson, S, renewed the motion that HF 360, as amended, be recommended to pass and re-referred to the Committee on Education Finance. Representative Barrett abstained from voting. THE MOTION PREVAILED.

Representative Doepke assumed the gavel at 9:34 AM.

HF 879 (Erickson) Annual evaluations for principals established, and a group of experts and stakeholders convened to recommend a performance-based system model for these evaluations.

Representative Erickson moved that HF 879 be recommended to pass and re-referred to the Committee on Education Finance. Representative Erickson moved to incorporate an oral amendment. THE MOTION PREVAILED.

Representative Erickson presented the bill and stood for questions.

Chair Erickson reconvened the meeting at 6:00 PM.

HF 273 (Woodard) Students at low-performing schools enrollment options established.

Representative Woodard moved that HF 273 be recommended to pass and re-referred to the Committee on Education Finance. Representative Woodard moved the H0273A10 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Woodard presented the bill and stood for questions.

The committee watched a video presentation of high schoolers from Cristo Rey Jesuit High School in Minneapolis, Minnesota, testifying for the bill.
