EDUCATION REFORM

MINUTES

A quorum was present and Representative Doepke, Acting Chair of the Education Reform Committee, called the meeting to order at 8:20 AM on April 28, 2011, in the Basement Hearing Room of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Benson moved that the minutes from the committee meeting on April 26, 2011, be approved. THE MOTION PREVAILED AND THE MINUTES WERE APPROVED.

HF 1381 (Erickson) Prekindergarten through grade 12 education policy provided, including general education, education excellence, special programs, facilities and technology, early childhood education, and student transportation.

Representative Erickson moved that HF 1387 be recommended to pass and re-referred to the Committee on Education Finance. Representative Erickson moved the H1381DE1 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Chair Doepke incorporated the following technical changes into the H1381DE1 amendment:

Page 17, Line 35, Delete "(e)" and insert "(f)"

Representative Erickson moved the H1381A1 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Chair Doepke incorporated the following technical changes into the H1381A1 amendment:

Page 7, Line 27, Delete "…" and insert "2"

Representative Benson moved the H1381A13 amendment. Representative Benson requested a roll call vote. REPRESENTATIVE BENSON WITHDREW THE AMENDMENT.

Representative Benson moved to amend the H1381DE1 amendment orally as follows:

Page 17, Line 2, Insert "Consistent with clause 6 and for purposes of this section, a student may be retained in grade 3 only if the parent agrees in writing to having the student retained after the parent meets with a school administrator, the student’s classroom teacher, and other qualified school professionals such as the school’s reading teacher or school counselor to consider whether or not to promote the student to grade 4 or retain the student in grade 3."

Page 17, Line 1, Insert "jointly" after "school"

THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Erickson renewed the motion that HF 1387, as amended, be recommended to pass and re-referred to the Committee on Education Finance. THE MOTION PREVAILED.

The meeting was adjourned at 8:30 PM.
