ENVIRONMENT, ENERGY & NATURAL RESOURCES POLICY AND FINANCE COMMITTEE

MINUTES
Representative Denny McNamara, Chair of the Committee on Environment, Energy and Natural Resources Policy and Finance called the twenty-ninth meeting to order at 8:20 a.m. on March 16, 2011, in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present at 8:19 a.m.

H.F. 400 (Howes) Environment and natural resources money appropriated.

Rep. McNamara moved H.F. 400 be laid over for possible inclusion in the Environment, Energy and Natural Resources Policy and Finance omnibus bill.

Rep. McNamara moved the H0400A5 amendment.

THE MOTION PREVAILED. The amendment was adopted.

Representative Fabian moved that the minutes from the committee meeting on March 15, 2011 be adopted. THE MOTION PREVAILED.

Susan Thornton, Director of the LCCMR presented H.F. 400.

Patrick Santelli, project coordinator for MN Schools Cutting Carbon Project, Kirk Koudelka, MN Pollution Control Agency, Dillon Millet, University of Minnesota (U of M), and Shawn Schottler , U of M, testified on H.F. 400.

Rep. McNamara moved a recess to the call of the chair at 9:59 a.m.

Rep. McNamara reconvened the committee at 6:56 p.m. in room 10 of the State Office Building.

H.F. 400 (Howes) Environment and natural resources money appropriated.

Jeff Worrell, Director of the National Eagle Center, Rob Blair, U of M, Amanda Bilek, Great Plains Institute, Mary Karius, Hennepin County Environmental Services, William English, citizen, Barb Liukkonen, U of M, Larry Doe, citizen and Lee Frelich, U of M, testified on H.F. 400.
Shannon Lotthammer, Minnesota Pollution Control Agency, presented information on Wild Rice Standards.

Rep. Torkelson assumed the gavel at 8:35 p.m.

Rep. McNamara assumed the gavel at 8:39 p.m.

Mike DonCarlos, MN Department of Natural Resources, presented information on Chronic Wasting Disease.

Steve Hirsch, MN Department of Natural Resources, presented information on Aquatic Invasive Species.

Rep. Torkelson assumed the gavel at 9:31 p.m.

Rep. McNamara moved the H0400A8 amendment.

Chris Larson, Executive Director of the MN Land Trust, testified on the H0400A8 amendment.

THE MOTION PREVAILED. The amendment was adopted.

Rep. Hackbarth moved the H0400A6 amendment.

Rep. Wagenius requested a roll call.

On a vote of 10 AYES and 6 NAYS THE MOTION PREVAILED. The amendment was adopted.

Rep. McNamara moved the H0400A7 amendment.

Bob Meier, Minnesota Department of Natural Resources, testified on the H0400A7 amendment.

THE MOTION PREVAILED. The amendment was adopted.

Rep. McNamara moved that H.F. 400, as amended, be laid over for possible inclusion in the Environment, Energy and Natural Resources Policy and Finance omnibus bill.

Rep. Torkelson laid H.F. 400 over.

The meeting was adjourned at 10:32 p.m.
