MINUTES
Representative Denny McNamara, Chair of the Committee on Environment, Energy and Natural Resources Policy and Finance called the fortieth meeting to order at 1:15 p.m. on April 18, 2011, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present at 1:24 p.m.

H.F. 1148 (Murdock) Landfill cleanup program modified.

Rep. Murdock moved that H.F. 1148 be laid over for possible inclusion in an Environment Policy Omnibus bill.

Rep. Murdock presented H.F. 1148.

Jeff Lewis, MN Pollution Control Agency and Mike Hanan, Ottertail County testified on H.F. 1148.

Rep. Murdock renewed his motion that H.F. 1148, be laid over for possible inclusion in the Environment Policy Omnibus bill. THE MOTION PREVAILED.

H.F. 1148 was laid over.

H.F. 1243 (McFarlane) White Bear Lake Conservation District authority modified.

Rep. McNamara moved that H.F. 1243 be laid over for possible inclusion in an Environment Policy Omnibus bill.

Luke Michaud, White Bear Lake Conservation District and Alan Kantrud, White Bear Lake Cosnervation District legal counsel, testified on H.F. 1243,

Rep. McNamara renewed his motion that H.F. 1243, be laid over for possible inclusion in the Environment Policy Omnibus bill. THE MOTION PREVAILED.

H.F. 1243 was laid over.

H.F. 111 (Poppe) Cedar River state water trail designated.

Rep. Hansen moved that H.F. 111 be laid over for possible inclusion in an Environment Policy Omnibus bill.

Ron Potter, MN Department on Natural Resources, Justin Hanson Mower County Soil and Water Conservation District and Tim Ruzek, Mower County Soil and Water Conservation District, testified on H.F. 111.

Rep. Hansen renewed his motion that H.F. 111, be laid over for possible inclusion in the Environment Policy Omnibus bill. THE MOTION PREVAILED.

H.F. 111 was laid over.

H.F. 1115 (Anderson) Wildlife Management Area; adopt-a-WMA program created.

Rep. Anderson moved that H.F. 1115 be laid over for possible inclusion in an Environment Policy Omnibus bill.

Rep. Anderson presented H.F. 1115.

Dennis Simon, MN Department on Natural Resources, testified on H.F. 1115.

Rep. Hackbarth moved to orally amend H.F. 1115 as follows:

Delete subdivision 2.

THE MOTION PREVAILED. The amendment was adopted.

Rep. Anderson renewed his motion that H.F. 1115, as amended, be laid over for possible inclusion in the Environment Policy Omnibus bill. THE MOTION PREVAILED.

H.F. 882 (McNamara) Urban storm water retention pond buffers required.

Rep. McNamara moved that H.F. 882 be laid over for possible inclusion in an Environment Policy Omnibus bill.

Rep. McNamara presented H.F. 882.

Gary Botzek, Minnesota Environmental Partnership, and Craig Johnson, League of Minnesota Cities, testified on H.F. 882.

Rep. McNamara renewed his motion that H.F. 882, be laid over for possible inclusion in the Environment Policy Omnibus bill. THE MOTION PREVAILED.

H.F. 882 was laid over.

Representative Torkelson moved that the minutes from the committee meetings on April 14, 2011 and April 18, 2011 be adopted. THE MOTION PREVAILED.

The meeting was adjourned at 2:28 p.m.
