MINUTES
Representative Denny McNamara, Chair of the Committee on Environment, Energy and Natural Resources Policy and Finance called the sixty-third meeting to order at 8:27 a.m. on March 14, 2012, in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present at 8:27 a.m.

H.F. 2214 (Hancock) Beltrami County; tax-forfeited land bordering public water public sale authorized.

Rep. Hancock presented H.F. 2214.

Rep. McNamara moved to orally amend H.F. 2214 as follows:

Page 15, line 11, delete "282.04, subdivision 4" insert "282.01, subdivision 1 a".
Page 15, line 12, delete "$10,000" insert "$25,000".

THE MOTION PREVAILED. The amendment was adopted.

Henry Erdman, St. Louis County, testified on H.F. 2214.

Rep. Hancock renewed his motion that H.F. 2214 be passed, as amended, and be placed on the General Register. THE MOTION PREVAILED.

Rep. Scott assumed the gavel at 8:30 a.m.

Rep. Scott moved that the Environment, Energy and Natural Resources Memorandum of Bonding Recommendations be approved and sent to the Committee on Capital Investment.

Kent Lokkesmore, MN Department of Natural Resources, testified on the Memorandum of Bonding Recommendations.

Rep. Hansen moved to remove H.F. 2138 from the Memorandum of Bonding Recommendations.

Rep. McNamara moved to include in the notes for H.F. 2138 that the recommendation "be contingent on it being included in the flood mitigation grant program". THE MOTION PREVAILED.

Rep. Hansen withdrew his motion.

Rep. Torkelson moved to include H.F. 2272 in the Memorandum of Bonding Recommendations. THE MOTION PREVAILED.

Rep. Persell moved to include H.F. 2272 in the Memorandum of Bonding Recommendations. THE MOTION PREVAILED.

Rep. Scott renewed her motion that the Environment, Energy and Natural Resources Memorandum of Bonding Recommendations be approved and sent to the Committee on Capital Investment. THE MOTION PREVAILED.

Representative Quam moved that the minutes from the committee meeting on March 8, 2012 be adopted. THE MOTION PREVAILED.

Rep. McNamara assumed the gavel at 9:05

The meeting was adjourned at 9:06 a.m.
