GOVERNMENT OPERATIONS AND ELECTIONS

MINUTES

Representative Peppin Chair of the Government Operations and Elections Committee, called the meeting to order at 10:25 a.m. on Wednesday, February 23, 2011 in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Representative Nelson moved approval of the minutes from February 22, 2011. THE MOTION PREVAILED AND THE MINUTES WHERE APPROVED.

H.F. 591 (Knuth) Candidates permitted to serve as an election judge in precincts where the candidate’s name does not appear on the ballot.

Representative Scalze moved that H.F. 591 be recommended to pass and be placed on the General Register.

Representative Scalze renewed her motion that H.F. 591 be recommended to pass and be placed on the General Register. THE MOTION PREVAILED AND H.F. 591 WAS RECOMMENDED TO PASS.

H.F. 574 (McNamara) Efficiency and energy savings promoted through electronic conduct of state meetings and through telework.

Representative Murray moved that H.F. 574 be recommended to pass, and be placed on the General Register.

Representative Murray moved the H0574A1 amendment. THE MOTION PREVAILED, AND THE AMENDMENT WAS ADOPTED.

Representative Murray moved the following oral amendment:

Page 1, lines 14 and 21, delete "conferences" and insert "meetings"
Page 1, line 16, delete "conference" and insert "meetings"
Page 1, line 19, delete "management and budget" and insert "administration"

THE MOTION PREVAILED, AND THE AMENDMENT WAS ADOPTED.





Representative Winkler moved the following oral amendment:

Page 1, line 17, delete everything after the period
Page 1, delete lines 18 and 19
Page 1, line 20, delete "to other executive agencies" and insert "An agency head or an official of the Minnesota State Colleges and Universities designated by the chancellor"

THE MOTION PREVAILED, AND THE AMENDMENT WAS ADOPTED.

The meeting was adjourned at 11:00 a.m.
