GOVERNMENT OPERATIONS AND ELECTIONS

MINUTES

Representative Murray, acting Chair of the Government Operations and Elections Committee, called the meeting to order at 10:16 a.m. on Wednesday, January 26, 2011 in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Representative McFarlane moved approval of the minutes from January 20, 2011. THE MOTION PREVAILED AND THE MINUTES WERE APPROVED.

HF 173 (Peppin) SUNSET COMMISION CREATED, AND SUNSET AND REVIEW OF STATE AGENCIES PROVIDED.

Representative Peppin moved that H.F. 173 be recommended to pass and be re-referred to the House Committee on State Government Finance.

Representative Peppin moved the H0173DE1 amendment.
THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Peppin moved to orally amend the H0173DE1 amendment, as follows:
Page 3, line 3.3, delete "; GIFTS"
Page 3, delete lines 3.8 through 3.13
Page 3, line 3.14 replace "©" with "(b)"

THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Testifying on HF 173 as amended:
Representative Peppin
Jim Nobles, Legislative Auditor,

Representative Peppin renewed her motion that H.F. 173 be recommended to pass, as amended. THE MOTION PREVAILED. H.F. 173 WAS RECOMMENDED TO PASS, AS AMENDED, AND WAS RE-REFERRED TO THE HOUSE COMMITTEE ON GOVERNMENT FINANCE.

HF 2 (Banaian) State budget priority-based process created, sunset process established for state agencies, and money appropriated.

Representative Quam moved that H.F. 2 be recommended to pass and be re-referred to the House Committee on State Government Finance.

Chair Murray moved the H0002DE1 amendment.
THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Chair Murray moved to orally amend the H0002DE1 amendment, as follows
Page 6, line 6.34 replace the word "party" with "chamber"
THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Testifying on HF 2 as amended:
Representative Banaian

Chair Peppin assumes the gavel at 11:14 a.m.

Representative Quam renewed his motion that H.F. 2 be recommended to pass, as amended. THE MOTION PREVAILED. H.F. 2 WAS RECOMMENDED TO PASS, AS AMENDED, AND WAS RE-REFERRED TO THE HOUSE COMMITTEE ON GOVERNMENT FINANCE.

The meeting was adjourned at 11:46 p.m.
