GOVERNMENT OPERATIONS AND ELECTIONS COMMITTEE

MINUTES

Representative Peppin, Chair of the Government Operations and Elections Committee, called the fifty eighth meeting to order at 9:03 a.m. on Wednesday, March 14, 2012, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Barrett presented HF 2722.

A quorum was present at 9:07 a.m.

Representative Scalze moved that the minutes of Thursday March 8, Friday March 9, and Tuesday March 13, 2012 be approved. THE MOTION PREVAILED.

HF2508 (Barrett) State-controlled substance schedules aligned with federal controlled substance schedules, Board of Pharmacy’s controlled substance regulation authority modified, and penalties provided.

Chair Peppin moved that HF2508 be recommended to pass and sent to the General Register.

The committee heard testimony on HF2508.

Chair Peppin renewed her motion that HF2508 be recommended to pass and sent to the General Register. THE MOTION PREVAILED.

HF2212 (Franson) Works of arts in state buildings appropriation provisions repealed.

Representative Murray moved that HF2212 be recommended to pass and re-referred to the State Government Finance Committee.

Representative Murray moved the H2212DE1 amendment. THE MOTION PREVAILED, AND THE AMENDMENT WAS ADOPTED.

The committee heard testimony on HF 2212, as amended.

Chair Peppin moved to orally amend HF2212 as follows:
Page 1, line 9 after the period insert "the cost of artistic featuers that improve the safety of the building are not included in the $100,000 limit."

THE MOTION PREVAILED AND THE ORAL AMENDMENT WAS ADOPTED.

Representative Scalze moved to orally amend HF2212 as follows:
Page 1, line 9 insert after previous amendment "The $100,000 limit does not apply to the State Capitol Building."

THE MOTION PREVAILED AND THE ORAL AMENDMENT WAS ADOPTED.

Chair Peppin announced that the bill would be laid over.

Representaive O’Driscoll assumed the gavel at 10:01 a.m.

HF2788 (Peppin) Three Rivers Park District two appointed members election provided.

Chair Peppin moved that HF2788 be recommended to pass and sent to the General Register.

Chair Peppin moved the H2788A1 amendment. THE MOTION PREVAILED, AND THE AMENDMENT WAS ADOPTED.

The committee heard testimony on HF2788, as amended.

Representative Murray assumed the gavel and reconvened the meeting at 10:44 a.m.

HF2164 (McNamara) Natural resources; various provisions modified, and money appropriated.

Representative Hancock moved that HF2164 be recommended to pass and re-referred to the Civil Law Committee.

The committee heard testimony on HF2164.

HF1821 (Dettmer) Small business set-aside program changed for veteran-owned small businesses, county set-aside programs authorized for veteran-owned small business, and reporting requirements changed.

Chair Peppin moved that HF1821 be recommended to pass and re-referred to the State Government Finance Committee.

The committee heard testimony on HF1821.

HF 2621 (Kelly) Special or independent school districts made subject to mayoral control.

Chair Peppin moved that HF2621 be recommended to pass and re-referred to the Education Finance Committee.

Chair Peppin moved the H2621DE4 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

The committee heard testimony on HF2621, as amended.

Representative Hancock amended his motion that HF2146 be recommended to pass and re-referred to the Ways and Means Committee. THE MOTION PREVAILED.
