MINUTES

Representative Abeler, Chair of the Health and Human Services Finance Committee, called the meeting to order at 12:36 P.M. on February 23, 2012, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Chair Abeler called the meeting to order at 12:36 P.M.

A quorum was not present.

HF2097 (Peppin) Child care accreditation provisions modified

Chair Abeler moved that HF2097 be recommended to pass and held over for possible inclusion in the omnibus bill.

Representative Peppin, Dan Dorman, Former State Representative, Ken Bergman, AdvancED, Claudia Carter, AdvacED, Cica Keller, Minnesota Child Care Association, Sara Benzkofer, Director of Policy and Communications, Minnesota Association for the Education of Young Children & Minnesota School Age Care Alliance, Mary Orr, Director of Community Partnership and Child Care Services Division, DHS, and Joe Piket, Primrose in Maple Grove, testified on HF2097.

Chair Abeler held HF2097 over for possible inclusion in the omnibus bill.

Representative Kiffmeyer assumed the gavel at 1:39 P.M.

Representative Schomacker moved that the minutes from the committee meeting on February 21, 2012, be approved. THE MOTION PREVAILED.

HF2230 (Abeler) Pediatric care coordination services provided, demonstration providers required to include in provider networks all proivders that agree to standard contract terms, patient-centered decision making required under all medical assistance, managed care and county-based purchasing plans required to reduce the incidence of low birth weight, competitive bidding program established for the metro area, and draft methodology report required.

Chair Abeler moved that HF2330 be recommended to pass and held over for possible inclusion in the omnibus bill.

Chair Abeler moved the H2230A1 amendment.

Chair Abeler moved to incorporate the H2230A1 amendment into HF2230. THE MOTION PREVAILED.

Representative Abeler, Kelly Wolfe, Children's Hospitals and Clinic s of Minnesota, and Marnie Moore, Gillete Children’s Specialty Healthcare, Twila Brase, President, Citizens’ Council for Health Freedom, and Katherine Kmit, MN Council of Health Plans, testified on HF2230.

Representative Kiffmeyer held HF2230, as amended, over for possible inclusion in the omnibus bill.

The meeting was adjourned at 2:15 P.M.
