MINUTES

Representative Abeler, Chair of the Health and Human Services Finance Committee, called the meeting to order at 12:31 P.M. on March 20, 2012, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

HF1972 (Davids) Dentists, dental hygienists, and dental assistant guest license provisions modified.

Chair Abeler moved that HF1972 be laid over for possible inclusion in the omnibus bill.

Chair Abeler moved the H1972A2 amendment

Chair Abeler moved to incorporate the H1972A2 amendment into HF1972. THE MOTION PREVAILED.

Representative Davids, Laura Kramer, Director of Government Affairs, MN Dental Association, testified on HF1972.

Chair Abeler renewed his motion that HF1972 be recommended to pass, as amended, and re-referred to the Ways and Means Committee. THE MOTION PREVAILED.

HF2503 (Vogel) Willmar Community Behavorial Health Hospital closure date extended.

Chair Abeler moved that HF2503 be laid over for possible inclusion in the omnibus bill.

Representative Vogel, Eric Hauge, AFSCME-Council 5, Maureen O'Connell, Assistant Commissioner, Chemical and Mental Health Division, DHS, testified on HF2503.

Chair Abeler laid HF2503 over for possible inclusion in the omnibus bill.

HF2251 (Anderson, D.) Health Maintenance organizations regulatory authority shifted from the commissioner of health to the commissioner of commerce.

Representative Anderson moved the H2251A2 amendment

Representative Anderson moved to incorporate the H2251A2 amendment into HF2252. THE MOTION PREVAILED.

Representative Anderson, and Kathryn Kmit, Council of Health Plans, John Reich, Department of Commerce, Jim Koppel, Deputy Commissioner, MDH, testified on HF2251.

Chair Abeler laid HF2251, as amended, over for possible inclusion in the omnibus bill.

Representative Hamilton moved that the minutes from the committee meeting on March 15th, 2012, be approved. THE MOTION PREVAILED.

HF2901 (Huntley) Health and human services appropriations adjustments made, health care and continuing care changes made, program eligibility requirements modified, human services licensing and provider screening changes made, fees established and fee schedules modified, and money appropriated.

Representative Huntley moved that HF2901 be laid over for possible inclusion in the omnibus bill.

Representative Huntley, Lucinda Jesson, Commissioner, DHS, Chuck Johnson, Chief Financial Officer, DHS, Jim Koppel, Deputy Commissioner, MDH, Abigail Read, Chief Financial Officer, MDH, and Susan Winkelman, Assistant Division Director, MDH, testified on HF2901

Chair Abeler laid HF2901 over for possible inclusion in the omnibus bill.

The meeting was adjourned at 2:09 P.M.
