Representative Davids, Chair of the Taxes Committee, called the meeting to order at 10:15 AM on February 24, 2011, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present at 10:18 AM.

Representative Mack moved to approve the minutes dated February 23, 2011. Motion prevailed: Minutes are approved.
Testifier for the State Taxes and Local Aids & Credits portion of Governor Dayton's Budget:

Chair Davids moved HF451 pass and be referred to the Ways and Means committee.
Chair Davids moved H0451DE1 amendment. Motion Prevailed. Amendment is adopted.
Representative Lenczewski moved HF0451DE2 amendment.
Representative Buesgens moved an oral amendment to the HF0451DE2 amendment:
Page 6, Line 18: Reinstate the stricken language
Page 6, Lines 18 & 19: Delete new language
Page 10, Line 34: Reinstate the stricken language
Page 10, Lines 34 & 35: Delete new Language

Representative Lenczewski incorporated Representative Buesgens oral amendment to the HF0451DE2 amendment.

Representative Loon requested a roll call vote on the HF0451DE2 amendment, as amended.

Representative Buesgens moved an oral amendment to the HF0451DE2 amendment, as amended.
Page 6, Lines 15 & 16: Delete new language
Page 10, Lines 31 & 32: Delete new language
Motion Prevailed. Amendment is adopted.

Representative Lenczewski renewed her motion on the HF0451DE2 amendment, as amended.
There being 26 Ayes and 1 Nay, Motion prevailed. Amendment is adopted.
