MINUTES

Representative Davids, Chair of the Taxes Committee, called the meeting to order at 10:15 AM on May 10, 2011, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was not present.

Representative Dean presented HF1061 to the committee.
A quorum was present at 10:17 AM.
Representative Crawford moved to approve the minutes dated May 6, 2011. Motion prevailed: Minutes were approved.
Chair Davids moved HF1061 pass and be re-referred to committee on Ways and Means.
Representative Lenczewski moved the H1061A58 amendment.
Representative Lenczewski withdrew the H1061A58 amendment.
Representative Loon moved the H1061A57 amendment.
Testifiers:
Kirk Pederson, Minneapolis Park Board.
Dan Larson, Greater Minnesota Park and Trail Board
Steve Sullivan, Director, Dakota County Parks and Recreation
Representative Rukavina moved a friendly amendment to the Loon amendment HF1061A57.

To change the dollar appropriations in the H1061A57 amendment so that:
41 % goes to DNR
41% goes to Metro Parks
18% goes to Greater Minnesota Parks

Representative Loon would not accept the Rukavina friendly amendment to her H1061A57 amendment.
Representative Rukavina withdrew his friendly amendment.
Representative Loon withdrew the H1061A57 amendment.
Chair Davids moved the H1061A60 amendment.

Chair Davids withdrew the H1061A60 amendment.
Representative Lenczewski moved a handwritten amendment.
Page 30, Line 6: delete "and to reimburse the general fund for"

Page 30, line 8: delete everything before the period.

Testifier on Representative Lenczewski's Oral Amendment:

Representative Rukavina offered a oral amendment to Lenczewski handwritten amendment:
Page 35, after Line 14, insert: "Section 11. PROHIBITION ON CERTAIN LAND PURCHASES. After December 31, 2011, there will be a ten-year moratorium on acquiring land outside of the seven-county metropolitan area, as defined in section 473.121, subdivision 2, using funds from the outdoor heritage fund."

The Rukavina amendment to the amendment prevailed. The Lenczewski amendment was amended.
The meeting recessed at 11:57 AM.
The meeting reconvened at 5:07 PM.
Representative Urdahl continued to present HF1061 to the committee.
Representative Lenczewski withdrew the handwritten amendment, as amended.
Representative Lenczewski moved the handwritten amendment. The motion prevailed. The amendment was adopted.
Chair Davids renewed his motion that HF1061, as amended pass and be re-referred to the Committee on Ways and Means. The motion prevailed. The bill passed and was re-referred.
Chair Davids moved HF1219 pass and be sent to the General Register.
Chair Davids moved the A11-0445 amendment. The motion prevailed. The amendment was adopted.
Representative Gottwalt moved the H1219A5 amendment.

The motion prevailed. The amendment was adopted.

Representative Rukavina moved the H1219A2 amendment. The motion prevailed. The amendment was adopted.

Representative Lenczewski moved the H1219A3 amendment.

Representative Lenczewski withdrew the H1219A3 amendment.

Chair Davids renewed his motion to pass HF1219, as amended and be re-referred to the General Register. The motion prevailed. The bill passed and was re-referred to the General Register.


The meeting was adjourned at 6:13 P.M.
