TRANSPORTATION POLICY AND FINANCE

MINUTES

Representative Beard, Chair of the Transportation Policy and Finance Committee, called the meeting to order at 12:37 P.M. on Wednesday, March 21, 2012, in the Basement of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Representative Benson moved that the minutes from the committee meeting on March 19, 2012, be approved. THE MOTION PREVAILED.

HF2736 (Swedzinski) Junked vehicle eligible buyer class expanded.

Representative Vogel moved HF2736 and recommended it to pass and be re-referred to the General Register.

Representative Vogel moved the H2736A2 amendment.

Representative Swedzinski presented the H2736A2 amendment.

Testifiers: Robert Tennessen, Insurance Auto Auctions, and
Pat McCormack, Director, Driver and Vehicle Services, DPS.

Representative Vogel moved to incorporate the H2736A2 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Swedzinski presented HF2736, as amended.

Testifier: Robert Tennessen, Insurance Auto Auctions.

Representative Vogel renewed his motion that HF2736 be recommended to pass, as amended, and re-referred to the General Register. THE MOTION PREVAILED.

HF2517 (Shimanski) Other motor vehicle license plates placement clarified.

Representative Shimanski moved HF2517 and recommended it to pass and be re-referred to the Committee on Ways and Means.

Chair Beard moved the H2517A2 amendment.

Chair Beard presented the H2517A2 amendment.

Chair Beard moved to incorporate the H2517A2 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Shimanski presented HF2517, as amended.

Testifiers: James Franklin, Executive Director, Minnesota Sheriffs' Association, (Also, testifying on behalf of the Minnesota Chiefs of Police Association), and
Mary Ellen Heng, Supervising Attorney, Minneapolis City Attorney's Office.

Representative Shimanski amended his motion and moved that HF2517 be recommended to pass, as amended, and re-referred to the Committee on Judiciary Policy and Finance. THE MOTION PREVAILED.

HF1175 (Buesgens) Scott County; additional deputy registrar of motor vehicles authorized.

Representative Buesgens moved HF1175 and recommended it to pass and be re-referred to the General Register.

Representative Buesgens presented HF1175.

Testifier: Pat McCormack, Director, Driver and Vehicle Services, DPS.

Representative Buesgens renewed his motion that HF1175 be recommended to pass and re-referred to the General Register. THE MOTION PREVAILED.

HF2428 (Beard) Freight railroad operation-related economic development study and report to the legislature by commissioners of transportation and economic development directed.

Representative Beard moved HF2428, as amended by the H2428DE1 amendment and the H2428A1 amendment (amended in the committee hearing on February 29, 2012), and recommended it to pass and be re-referred to the Committee on Ways and Means.

Representative Beard presented HF2428, as amended.

Representative Beard renewed his motion that HF2428 be recommended to pass, as amended, and re-referred to the Committee on Ways and Means. THE MOTION PREVAILED.

Informational hearings on the following Governor's supplemental budget items:

Presentation by the Minnesota Department of Public Safety on soft body armor reimbursement.
Testifier: Mark Dunaski, Assistant Commissioner, Department of Public Safety.

Presentation by the Minnesota Department of Transportation on commercial truck weight registration process modified.
Testifiers: Erik Rudeen, Government Affairs, Department of Transportation,
Gene Halverson, Office of Freight and Commercial Vehicle Operations, Department of Transportation, and
Marge Noll, Driver and Vehicle Services, Department of Public Safety.

Presentation by the Minnesota Department of Transportation on the February 2012 Highway Funds Forecast.
Testifier: Tracy Hatch, Chief Financial Officer, Department of Transportation.
