MINUTES

Representative Mullery, Chair of Committee on Early Childhood and Youth Development Policy, called the meeting to order on March 13, 2014 at 6:10 PM in Room 300 South of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Representative Myhra moved to approve the minutes from March 12, 2014. THE MOTION PASSED. THE MINUTES WERE APPROVED.

Presenting information on Early Childhood scholarships:
Melvin Carter, Director of Office of Early Learning, MN Dept of Education
Lisa Barnidge, Project Manager, MN Dept of Education

Representative Winkler moved that HF 1880 be re-referred to the committee on K-12 Education Finance.

Representative Winkler presented HF 1880 (Winkler); Early learning scholarships availability expanded.

Representative Winkler renewed his motion that HF 1880 be re-referred to the committee on K-12 Education Finance. THE MOTION PREVAILED.

Vice Chair Laine assumed the gavel at 7:21 PM

Representative Mullery moved that HF 2558 be re-referred to the committee on K-12 Education Finance.

Representative Mullery presented HF 2558 (Mullery); Early learning scholarship program funding increased, neighborhood achievement zone services extended, basic sliding fee child care assistance program fully funded, provider reimbursement rates modified, home visiting program expanded, and money appropriated.

Representative Mullery moved to amend HF 2558 (see attached H2558A1). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Myhra moved that HF 2381 be re-referred to the committee on K-12 Education Finance.

Representative Myhra presented HF 2381; early learning scholarships clarified.
