ENERGY POLICY COMMITTEE
MINUTES

Representative Will Morgan, Vice Chair of the Energy Policy Committee, called the twenty-eighth meeting to order at 12:35 P.M. on, March 11, 2014, in room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.


Representative Hortman moved HF2375 before the Committee.

HF2375 (Hortman) Gas or electric services bill authorized to include charges for conservation improvements, Sustainable Building 2030 incentive rate required, and industrial energy efficiency plans required to meet forecasted electric generation capacity needs.

Representative Hortman moved to incorporate the oral amendment to the H2375DE1 amendment, on page 2, line 31, delete “of” and insert “including”
on page 3, delete section 2
The amendment was incorporated.

Representative Hortman moved adoption of amendment H2375DE1.
The amendment was adopted.

Representative Hornstein discussed amendment H2375A1.
The amendment was withdrawn.





Representative Hortman renewed her motion that HF2375 as amended be re-referred to the General Register.
The motion prevailed.


Chair Hortman assumed the chair at 1:07 P.M.


Representative Falk moved HF1174 before the Committee.

HF1174 (Falk) Public Utilities Commission required to initiate a proceeding culminating in an order establishing standards for utility rates regarding the interconnection of small electric generating facilities.

Representative Falk moved adoption of amendment H1174A1.
The amendment was adopted.

Representative Falk renewed his motion that HF1174 as amended be re-referred to the Commerce and Consumer Protection Committee.

Representative Scott called for a division, members voted eight (8) in favor, six (6) opposed.
The motion prevailed.
