Chair Thomas Huntley began the forty-third meeting of the Health Care and Human Services Finance Committee at 10:08 a.m. in Room 200 of the State Office Building on Wednesday, March 13, 2014.

Minnesota Department of Health (MDH) Supplemental Budget Proposals. Testifying were:

Edward P. Ehlinger, MDH Commissioner (Overview)

David Greeman, Budget Director, summarized five different areas:

--Integrated licensing structure for MDH home care and DHS Home and
community-based services providers

--Food, pools, and lodging regulations

--Spoken language health interpreters

At 10:31 a.m. a quorum was present and Chair Huntley officially called the forty-third meeting to order. The committee legislative assistant noted the roll:

Minnesota Department of Human Services (DHS) Supplemental Budget Proposals

Cindy Jesson, DHS Commissioner, first introduced Alex Kotze, their new Chief Financial Officer, and then proceeded with her overview of their 2014 budget recommendations.

Discussion occurred throughout the presentation. At 11:38 a.m. Chair Huntley announced a recess until 5:00 p.m. in the Basement Hearing Room, or at the Call of the Chair.

At 5:10 p.m. Chair Huntley called the meeting back to order.

Representative Abeler was honored to move approval of the March 12, 2014, minutes on “Tom Huntley Day,” so designated by Governor Mark Dayton and Lieutenant Governor Yvonne Prettner Solon at the Duluth St. Louis County Days Legislative Breakfast this morning in recognition of Chair Huntley’s dedication and 22 years of service. The motion prevailed. The minutes were approved. Committee members and the audience gave Chair Huntley a resounding applause.

The meeting adjourned at 6:44 p.m.
