Chair Thomas Huntley called to order the forty-fourth meeting of the Health Care and Human Services Finance Committee at 10:06 a.m. in Room 200 of the State Office Building on Tuesday, March 18, 2014.
A quorum was present. The committee legislative assistant noted the roll:

Representative Fritz moved approval of the March 13, 2014 minutes. The motion prevailed.

H.F. 892 (Melin) - Uniform Interstate Family Support Act updated

Chair Huntley moved H.F. 892 be re-referred to the General Register. Representative Melin gave a brief overview of her bill. Testifying was:

Judge Harriet Lansing, President, Uniform Law Commission (ULC)

Discussion followed and Chair Huntley renewed his motion that H.F. 892 be re-referred to the General Register. The motion prevailed.

H.F. 2408 (Newton) - Intermediate care facilities for persons with developmental disabilities (ICF/DD) and home and community-based service provider reimbursement rates modified, and money appropriated.

Representative Newton moved H.F. 2408 before the committee for consideration and gave a brief overview. Testifying in support of the bill were:

Chair Huntley welcomed 12th graders in the audience from Convent of the Visitation, Mendota, who were visiting the Capitol as part of the Capitol Historic Site’s “Voice of the People: Your Role in Minnesota Government” tour and education program offered by the Minnesota Historical Society.

Representative Newton made his final comments on his bill and Chair Huntley laid the bill over for possible inclusion in the Health and Human Services Finance omnibus bill.

H.F. 2458 (Allen) - Education opportunities modified for participants in the Minnesota Family Investment Program (MFIP).

Representative Allen briefly explained her bill and moved it before the committee for consideration.
Testifying in support of the bill was:

Chair Huntley laid the bill over for possible inclusion in the Health and Human Services Finance omnibus bill.

H.F. 2599 (Loeffler) - Minnesota Family Investment Program (MFIP) housing assistance grant effective date modified.

Representative Loeffler moved H.F. 2599 before the committee for consideration and explained the bill. Testifying in support of the bill were:

H.F. 2678 (Fritz) - Minnesota Family Investment Program (MFIP) effective date of family cap repeal modified.

Representative Fritz moved H.F. 2678 before the committee for consideration and gave a brief overview. Testifying in support of the bill were:

Following testimony, Chair Huntley laid the bill over for possible inclusion in the Health and Human Services Finance omnibus bill and adjourned the meeting at 11:33 a.m.
