MINUTES

Representative Kahn, Chair of the Legacy Committee, called the meeting to order at 2:18 P.M. on January 30, 2013 in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was not present.

Bill Becker, Executive Director of the Lessard-Sams Outdoor Heritage Council (LSOHC), introduced the Council's members and staff.

A quorum was present at 2:24 P.M.

Representative Freiberg moved that the minutes of January 29, 2013 be adopted. THE MOTION PREVAILED.

Bill Becker then gave an overview of the Outdoor Heritage Fund.

Representative Lillie, a member of LSOHC, commented on the hard work that the Council's members and staff did and the good faith effort everyone made during his time as a member.

Thomas Howes, Natural Resources Manager, Fond du Lac Band of Lake Superior Chippewa, presented an overview of the project they submitted to the LSOHC.

Arne Stefferud, Metropolitan Council, gave an overview of the Metro Regional Park System. He explained the joint proposal that was submitted to the LSOHC and introduced the individuals who would be explaining a few projects within the proposal.

Mike Kimble, City of St. Paul Parks and Recreation Division, explained the Lilydale Regional Park project.

Mary Lynn Pulscher, Minneapolis Park and Recreation Board, explained the Theodore Wirth Regional Park project.

Jeff Perry, Anoka County Parks, explained the Rum River Central Regional Park project.

John Barten, Three Rivers Park District, explained the Lake Independence project.

Steve Sullivan, Dakota County Parks, explained the Whitetail Woods Regional Park project.

Brian Rice, Minneapolis Park and Recreation Board, explained the reason for the joint application rather than individual ones and said he felt the process was biased against metro projects. He asked the committee to look hard at the recommendations of the LSOHC and make sure that the metro area is treated fairly.

The meeting was adjourned at 3:50 P.M.
