MINUTES

Representative Kahn, Chair of the House Legacy Committee, called the meeting to order at 3:12 P.M. on March 6, 2013 in Room 123 Capitol.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Michelle Mitchell, Executive Budget Officer, Minnesota Management and Budget, gave an overview of the Legacy Funds.

Denise Gardner, Entertainment Attorney and Owner of F-Stop Productions in Minneapolis, gave an overview of "filmonomics" and introduced the panel.

Robert Schwartz and Ralph Winter, Producers at Seismic Pictures, explained why the Association of Minnesota Motion Pictures (AMMP) was created, how it works, and key criteria that a project would require to receive funding.

Jane Minton, former Director, Independent Film Project, explained why Minnesota has fallen behind and stated that we need to create a way to bring film making back to the state.

Lucinda Winters, Executive Director, Minnesota Film Board, stated that in order to have films made in MN again we need to offer a serious incentive. She then gave a brief overview of their general fund and Legacy fund requests for this year.

Andrew Awes, Executive Producer, Committee Films, explained how Snowbate helped his business.

Shawn Otto, Screenwriter, stated he supported the MN Film Board request and explained how hard it is to have a film made in MN.

Representative Joe McDonald introduced the next two speakers.

Andrew Peterson, Independent Film Project (IFP), explained that tax incentives are what drive the industry and pointed to studies done on incentives that show there is an effective formula.

Anne Healy, Owner, Healy Locations, briefly explained her background and her support of a range of incentives to help the MN film industry.

The meeting was adjourned at 5:00 P.M.
