MINUTES

Representative Paymar, Chair of Committee on Public Safety Finance and Policy, called the meeting to order at 10:06 a.m. Thursday, March 21st, 2013 in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Rep. Simonson moved that the minutes of the March 20, 2013 meeting be approved. THE MOTION PREVAILED.

Peace Officer Standards and Training (POST) board overview.

Presenting the overview was:
Neil Melton - Executive Director, POST Board

Private Detective Board overview.

Presenting the overview were:
Gregory J. Cook - Executive Director, Minnesota Board of Private Detective and Protective Agent Services Board

H.F. 817 (Myhra) Public accounting services exempted from licensure requirements.

Rep. Cornish moved that H.F. 817 be recommended to pass and be placed on the General Register.

Testifying on H.F. 817 were:
Geno Fragnito - Minnesota Society of Certified Public Accountants
Gregory J. Cook - Executive Director, Minnesota Board of Private Detective and Protective Agent Services Board

Rep. Cornish renewed his motion that H.F. 817 be recommended to pass and be placed on the General Register. THE MOTION PREVAILED.

H.F. 673 (Simon) Youth intervention program fund use modified, and money appropriated.

Rep. Simon moved that H.F. 673 be recommended to pass and be laid over for possible inclusion in the Omnibus Public Safety Finance Bill.

Chair Paymar laid over H.F. 673.

H.F. 1490 (Simonson) Duluth community offender reentry program funds appropriated.

Rep. Simonson moved that H.F. 1490 be recommended to pass and be laid over for possible inclusion in the Omnibus Public Safety Finance Bill.

Testifying on H.F. 1490 were:
Dana Race - Community Offender Reentry Program (CORP) Coordinator
Thomas Roy - Commissioner, Minnesota Department of Corrections

Chair Paymar laid over H.F. 1490.

Chair Paymar declared the committee in recess at 11:30 a.m.

Chair Paymar reconvened the committee at 5:33 p.m.

H.F. 285 (Lesch) Firearm lawful possession modified.

Rep. Lesch moved that H.F. 285 be recommended to pass and be placed on the General Register.

Rep. Schoen moved to amend H.F. 285 as follows: (see attached; coded H0285DE6).

At the request of Rep. Kelly, a roll call vote was ordered on the amendment.

There were 10 yeas and 8 nays as follows:

Rep. Lesch renewed his motion that H.F. 285, as amended, be recommended to pass and be placed on the General Register.

At the request of Rep. Kelly, a roll call vote was ordered on the motion.
