MINUTES

Representative Paymar, Chair of the Committee on Public Safety Finance and Policy, called the meeting to order at 10:07 a.m. Tuesday, March 25, 2014 in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Rep. Ward, J.E. moved that the minutes of the March 20, 2014 hearing be approved. THE MOTION PREVAILED.

H.F. 3238 (Schoen) Domestic violence restraining order provisions modified to prohibit persons subject to the restraining orders from possessing weapons, and persons convicted of domestic violence offenses required to surrender their firearms while they are prohibited from possessing firearms.

Rep. Schoen moved that H.F. 3238 be re-referred to the Committee on the Judiciary.

Rep. Schoen moved to amend H.F. 3238 as follows: (see attached; coded H3238A2). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Schoen moved to amend H.F. 3238, the A2 amendment, as follows:
Page 4, line 23, delete "and insert"
Page 4, after line 23, insert: "page 7, line 17, delete everything after the first "the" and insert"
THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

H.F. 2701 (Pelowski) Disaster assistance contingency account created; unused disaster relief appropriation transfer required; a disaster relief cost-share relationship established between the state, local governments, and American Indian tribes and bands; and state public disaster assistance authorized in the absence of federal assistance.

Vice Chair Rosenthal moved that H.F. 2701, the first engrossment, be re-referred to the Committee on Ways and Means.

Page 6, line 3: delete the first reference to “or” and insert “and”
THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

H.F. 1915 (Drazkowski) Military experience peace officer exam reciprocity provided.

Vice Chair Rosenthal moved that H.F. 1915, the first engrossment, be re-referred to the Committee on Rules and Legislative Administration.

Vice Chair Rosenthal renewed his motion that H.F. 1915, the first engrossment, be re-referred to the Committee on Rules and Legislative Administration. THE MOTION PREVAILED.

Rep. Slocum moved that H.F. 2928 be re-referred to the Committee on the Judiciary.

Rep. Slocum moved to amend H.F. 2928 as follows: (see attached; coded A14-0978). THE MOTOIN PREVAILED. THE AMENDMENT WAS ADOPTED.

Vice Chair Rosenthal declared the committee in recess at 11:35 a.m.

Chair Paymar reconvened the hearing at 4:41 p.m. in Room 500S of the State Office Building.

H.F. 2972 (Savick) Fire safety account funds appropriated, and fire service advisory committee authorized to continue indefinitely.

Rep. Savick moved that H.F. 2972 be re-referred to the Committee on Ways and Means.

Rep. Savick renewed her motion that H.F. 2972 be re-referred to the Committee on Ways and Means. THE MOTION PREVAILED.

H.F. 2147 (Rosenthal) Continued employer insurance contributions required for former Corrections Department employees.

Rep. Rosenthal moved that H.F. 2147 be placed on the General Register.

H.F. 2562 (Hortman) Mentally ill offenders working group established to study and make recommendations.

Chair Paymar moved that H.F. 2562 be re-referred to the Committee on Health and Human Services Finance.

Testifying on behalf of H.F. 2562 were:

Judge Jay Quam – Minnesota Fourth Judicial District, Hennepin County
Sue Abderholden – Executive Director, National Alliance on Mental Illness, Minnesota

Chair Paymar renewed his motion that H.F. 2562 be re-referred to the Committee on Health and Human Services Finance. THE MOTION PREVAILED.

H.F. 3273 (Paymar) Sexual violence community prevention networks money appropriated.

Chair Paymar moved that H.F. 3273 be laid over for possible inclusion in the Omnibus Public Safety Finance Bill.

Chair Paymar laid over H.F. 3273.
