MINUTES

Representative Carlson, Chair of the Ways and Means Committee, called the meeting to order at 10:05 A.M. on Monday, Monday, April 8, 2013, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Chair Carlson moved to reconsider the vote of HF109, First Engrossment, (previously adopted, on Tuesday, April 2, 2013.) THE MOTION PREVAILED.

HF109, First Engrossment, was laid over.

Chair Carlson moved to reconsider the vote of HF903, First Engrossment, (previously adopted on Tuesday, April 2, 2013. THE MOTION PREVAILED.

HF903, First Engrossment, was laid over.

Rep. Wagenius moved that HF819 be recommended to pass and placed on the General Register.

Rep. Murphy, Mary, presented HF819 (Murphy) Public Facilities Authority grant programs reorganized, and small community wastewater treatment grants provided for.

Rep. Wagenius renewed the motion that HF819 be recommended to pass and placed on the General Register. THE MOTION PREVAILED.

Rep. Wagenius moved that HF742, Third Engrossment, be recommended to pass and placed on the General Register.

Rep. Wagenius moved to amend HF742, Third Engrossment, as follows:

Page 20-21, Delete Section 40

THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Dill presented HF742,Third Engrossment, as amended (Dill) Natural resources commissioner's authority and duty modified, definitions modified, invasive species provisions modified, watercraft provisions modified, license seizures provided for, game and fish license provisions modified, game and fish taking requirements modified, all-terrain vehicle registration and watercraft license exemptions modified, nonresident all-terrain vehicle state trail pass requirements modified, and rulemaking required.

Bob Meier, Policy & Government Relations Director, Minnesota Department of Natural Resources responded to questions regarding HF742, Third Engrossment, as amended.

Rep. McNamara moved to amend HF742, Third Engrossment, as amended. (See attached amendment H0742A10).

Bob Meier responded to questions regarding the proposed amendment H0742A10.

Bill Marx, Fiscal Analyst, responded to questions regarding the fiscal impact of proposed amendment H0742A10.

THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Wagenius renewed the motion that HF742, Third Engrossment, as amended, be recommended to pass and placed on the General Register. THE MOTION PREVAILED.

Chair Carlson moved that HF1069, First Engrossment, be recommended to pass and placed on the General Register.

Rep. Lillie presented HF1069, First Engrossment, (Lillie) Labor agreements and compensation plans ratified.

Chair Carlson moved to amend HF1069, First Engrossment. (See attached amendment H1069A3).

Greg Hubinger, Director, Legislative Coordinating Commission, responded to questions regarding HF1069, First Engrossment and the proposed amendment H1069A3.

Christopher Dale, System Director for Labor Relations, Minnesota State Colleges & Universities (MnSCU) responded to questions regarding the proposed amendment H1069A3.

Bill Marx responded to questions regarding the fiscal impact of proposed amendment H1069A3.

THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Chair Carlson renewed the motion that HF1069, First Engrossment, as amended, be recommended to pass and placed on the General Register. THE MOTION PREVAILED.

Rep. Davnie moved approval of the minutes of Tuesday, April 2, 2013. THE MOTION PREVAILED. THE MINUTES WERE APPROVED.
