Representative Carlson, Chair of the Ways and Means Committee, called the meeting to order at 10:04 A.M. on Monday, April 15, 2013, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Rep. Simon moved approval of the minutes of Friday, April 12, 2013. THE MOTION PREVAILED. THE MINUTES WERE APPROVED.

Chair Carlson moved that HF1184, Third Engrossment, be recommended to pass and re-referred to the Committee on Rules and Legislative Administration.

Helen Roberts, Fiscal Analyst, and Mark Shepard, House Research, responded to questions regarding HF1184, Third Engrossment, as amended.

Matthew J. Massman, Deputy Commissioner, Minnesota Department of Revenue, responded to questions regarding HF1184, Third Engrossment, as amended.

Rep. Simon moved that HF894, Third Engrossment, be recommended to pass and be placed on the General Register.

Beth Fraser, Deputy Secretary of State Operations, Minnesota Secretary of State, responded to questions to HF894, Third Engrossment, as amended.

Matt Gehring, House Research, responded to questions regarding HF894, Third Engrossment, as amended.

Bill Marx, Fiscal Analyst, explained some fiscal implications of HF894, Third Engrossment, as amended.

Rep. Simon renewed the motion that HF894, Third Engrossment, as amended, be recommended to pass and be placed on the General Register. THE MOTION PREVAILED.

Chair Carlson moved that HF637, Second Engrossment, be recommended to pass and be placed on the General Register.

Rep. Halverson presented HF637, Second Engrossment (Halverson) Voter registration provisions modified, and election administration procedures modified for individuals who have been convicted of a felony.

Chair Carlson renewed the motion that HF637, Second Engrossment, be recommended to pass and be placed on the General Register. THE MOTION PREVAILED.

Rep. Atkins moved that HF136, Third Engrossment, be recommended to pass and be placed on the General Register.

Rep. Hansen presented HF136, Third Engrossment (Hansen) Public official definition expanded in campaign finance and public disclosure law, and clarifying changes provided.

Rep. Atkins renewed the motion that HF136, Third Engrossment, be recommended to pass and be placed on the General Register. THE MOTION PREVAILED.

Rep. Simon moved that HF334, Second Engrossment, be recommended to pass and be placed on the General Register.

Rep. Bernardy presented HF334, Second Engrossment (Bernardy) Early voting provided for, and money appropriated.

Beth Fraser responded to questions regarding HF334, Second Engrossment.

Rep. Simon renewed the motion that HF334, Second Engrossment, be recommended to pass and be placed on the General Register

Rep. Holberg moved that HF591, be recommended to pass and be placed on the General Register.

Rep. Sanders presented HF591 (Sanders) Partisan office vacancy nomination procedures modified, and money appropriated.

Bill Marx responded to questions regarding HF591 fiscal implications.

Rep. Holberg renewed the motion that HF591, be recommended to pass and be placed on the General Register. THE MOTION PREVAILED.
